This is a new requirement for supporting the establishment through Initial Operational Capability (IOC) of a United States Space Command (USSPACECOM) Joint Operations Center (JOC). In order to establish a dedicated Combatant Command JOC as soon as possible, existing facilities must be re-purposed to support a secure operations floor with appropriate networks, data feeds, and mission systems installed. Command, Control, Communications, and Computers, and Intelligence (C4I) system design, through Naval Information Warfare Center - Atlantic (NIWC), has already begun and must be immediately synchronized with facility modifications required to house the USSPACECOM JOC. The integration and synchronization of the facility design, construction, and C4I design presents the highest risk to the stand-up of the JOC and must be urgently addressed. Initial stand-up of the dedicated USSPACECOM JOC is required no later than 8 Jan 20, including all facility modifications, C4I network installation and integration, and facility/personnel accreditation and clearance. The following services have been identified as a need, however this is not an all inclusive list: program management, systems engineer, A&E, equipment purchase, installation and integration with other government agencies.
