This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 13.5 and FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued. The solicitation number for this requirement is FA2543-20-R-0018 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.5, Simplified Acquisition Procedures. 3. The 460th Force Support Squadron (460 FSS) has a requirement for Education Advisor and Test Administrator services, for a base year plus four (4) twelve month options, to support the Education and Training Office at Buckley Air Force Base (AFB), CO. Please see the attached Statement of Work (SOW), dated 16 June 2020, for full details. The wages for this quotation shall be based on the attached U.S. Department of Labor, Employment Standards Administration Wage and Hour Division under WD 2015-5415 (Rev.12) as of 01 July 2020, also attached. 4. A site visit / pre-conference will not be held. 5. This solicitation incorporates provisions and clauses in effect through Sections 889 (a)(1)(A) and (a)(1)(B) of the NDAA for FY 2019 effective August 13, 2020. The North American Industry Classification System (NAICS) code is 611710 – Educational Support Services, and the Small Business Size Standard is $15.0M. This procurement is being issued as a WOMAN OWNED SMALL BUSINESS SET ASIDE. 6. Quotes shall include statement affirming a quote acceptance period of at least 90 calendar days. Quotes offering less than 90 calendar days may be deemed unacceptable. Quotes must list the Company’s name, address, DUNS number, CAGE code, Federal TIN, and point-of- contact (POC) to include phone number and email address. Quote shall also provide a description of services for the line item. To obtain or renew a DUNS number and/or CAGE code, please visit www.sam.gov/portal/public/SAM/. In order to be eligible for this award the company must be registered in SAM located at the above website. 7. It is anticipated that the contract will have a base year plus four (4) twelve month options. The Government intends to issue a firm fixed price contract to the responsible offeror whose lowest price and technically acceptable quote conforms to the solicitation. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice. Only technically acceptable offers will be considered. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government. All interested parties must quote on all items. 8. The Government will organize the quotes based on the lowest price and will evaluate the lowest priced offeror first. If the quote with the lowest price (including all options) is determined acceptable, reasonable, affordable and balanced than that offer represents the best value for the Government and award will be placed with that contractor. Award shall be made to that offeror without further consideration to any other offers. If the Government deems the lowest price quote not acceptable or not easily correctable, or if at any time it becomes other than the lowest priced quote, the next lowest priced quote will be evaluated, followed by an analysis of their price to verify reasonableness, affordability and balance. Discussions will take place as necessary or deemed appropriate by the Government. The evaluation process will continue until reaching a technically acceptable quote with a proposed price that is reasonable, affordable and balanced, or until all quotes are evaluated. 9. Provide a price quote for each of the following CLINs and total price (an updated pricing sheet is attached for you convenience and can be adjusted accordingly.
