This revised synopsis is to notify interested parties that the 21st Contracting Squadron intends to post a solicitation to SAM.gov on or about 22 Jun 23 for ocean charter services to transport goods and equipment between Denmark and Pituffik Space Base, Greenland. The solicitation shall be for one (1) Indefinite Delivery Indefinite Quantity (IDIQ) type contract with an ordering period from on or around 01 Mar 24 five (5) years. The Space Base Delta 1 (SBD 1), in support of the 821st Space Base Group (821 SBG), has a mission-critical, re-occurring requirement for two (2) annual voyages between June and September, originating from a Danish port to Pituffik Space Base to support base operations. The requirement scope includes providing all management, labor, and services to accomplish the functions and responsibilities of receiving cargo from vendors, providing in-transit origin storage, loading/offloading, and transporting sealift cargo. Pituffik Space Base, Greenland, is 76 320 North latitude by 68 500 West longitude. The base is 695 miles north of the Arctic Circle and 947 miles south of the North Pole on the island's northwest side. Due to this location, an awardee must adhere to the International Code for Ships Operating in Polar Waters (Polar Code), MEPC 68/21/Add.1 Annex 10. Polar Code adherence is a key solicitation evaluation factor and is included in the requirement's Performance Work Statement (PWS). Per the Military Cargo Preference Act of 1904, codified at 10 U.S.C. §2631, preference will be given to U.S-Flagged Carriers. All flagged carriers are highly encouraged to respond to this solicitation. 21 CONS is not soliciting the services of an entire vessel and will only pay for the transportation of goods and equipment as defined by the different units in the solicitation. An award shall be made using the best value source selection procedures (SSP) per the current Department of Defense SSP and the request for proposal provisions.

This Sources Sought Synopsis notice is for preliminary market research and planning purposes only. The Sources Sought Synopsis aims to gather information regarding market capabilities to include interest, capabilities, and qualifications to compete and perform a single IDIQ-type contract. This effort is to contract ocean transportation services between Denmark and Pituffik Space Base, formerly known as Thule Air Base, Greenland, for two roundtrip voyages per year. Refer to the attachments for the requirement details. The response deadline to this notice is 1600 MDT on 14 May 23.
