The 45th Contracting Squadron, Patrick SFB, FL announces the anticipated release of Solicitation number FA252122R0006 being issued as a Request for Proposal (RFP). All applicable provisions and clauses will be included in the actual solicitation document. This electronic announcement constitutes the only pre-solicitation notice being issued. This RFP is being set aside to 8(a) concerns; all others will be deemed non responsive. In accordance with (IAW) FAR 16.501, the Government will establish a single-award, indefinite-quantity, task-order contract which will allow the issuance of task orders for performance of similar general construction projects, the exact quantities of which are unknown, during the contract ordering period. The Government anticipates a 3-year ordering period for this IDIQ. The contract will include a wide variety of individual construction tasks as identified and based on prices from a 2022 Construct Task Catalog (CTC), which will be utilized through a cost estimating software program, EGORDIAN. Contract Title: Simplified Award for Base Engineering Requirements (SABER) Place of performance: Patrick Space Force Base (PSFB), Cape Canaveral Space Force Station (CCSFS), and other Geographically Separated Units (GSUs) Brief description of work: The Simplified Award for Base Engineering Requirements (SABER) program is a tool in which the 45th Civil Engineering Squadron utilizes to expedite design efforts and accomplish minor construction, maintenance and repair projects in support the mission of Space Launch Delta 45 (SLD 45) at Patrick Space Force Base (PSFB), Cape Canaveral Space Force Station (CCSFS) and other Geographically Separated Units (GSU). SABER performs a vital role in mission accomplishment so the contractor shall produce high quality work in a timely manner. The contractor shall provide all personnel (managerial, administrative, technical, etc.), equipment, tools, materials, supervision, items, and services necessary to perform SABER requirements as defined in the Statement of Work (SOW), except as specified in Section IV, Government Responsibilities. Size Standard: $39.5M Magnitude of Construction: IAW FAR 36.204: Between $5,000,000 and $10,000,000. Additional Information: The applicable NAICS code is 236220, Commercial and Institutional Building Construction. The acquisition will be a competitive set-aside for 8(a) concerns. The size standard for this proposed NAICS is $39.5M. Because of its vital role in mission accomplishment, the contractor shall produce high quality work in a timely manner. To ensure the success of its role, the contractor shall provide all personnel (managerial, administrative, technical, etc.), equipment, tools, materials, supervision, items, and services necessary to perform SABER requirements. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, GSA contract number and expiration (if applicable), and any related specifications/drawings. NOTE: RESPONSES TO THIS SOURCES SOUGHT SHALL STATE IF THEY ARE A SUPPLIER OR MANUFACTURER! Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.” 45 CONS is interested in receiving comments from the industry on the draft PWS/SOO in regards to how the services are performed in the commercial industry. All interested firms should submit a capabilities package that outlines the firm’s capabilities in providing the requirement. Contractor is required to provide all management and labor required for the operation and management of the required services.
