These answers are being provided only with the goals of clarifying the Government's intent and obtaining feedback from Industry. Some answers may have changed in light of incorporating Industry feedback since they were answered. The Draft RFP will incorporate more changes than those indicated below.** Thank you for the feedback and input provided in response to the CLOIS III FA2521-21-R-0004 Requests for Information posted on 21 Nov 21 (Performance Work Statement). The Government is reviewing all responses, and will take them into consideration going forward. If your firm’s submittal included questions requiring Government response, the questions and answers are posted in this notification as Attachment 5. We encourage you to continue to monitor sam.gov for further information, as a draft Request for Proposal is anticipated in February 2022 and a virtual Industry Day is anticipated in March 2022. Please note that acquisition milestones are subject to change at the Government’s discretion and are provided for informational awareness only. Space Launch Delta 45 (SLD 45)/45th Contracting Squadron is in the process of contracting with private industry to provide Cape Launch Operations and Infrastructure Support services. The services are for the Operations and & Maintenance, Port Services, Ordnance and Electro-Chemical Lab support services to the SLD 45 and Space Force Mission Partners at Cape Canaveral Space Force Station and SLD 45 Annexes on the Eastern Range. This is a follow-on contract to services which are currently being rendered. NOTE: RFIs may be issued throughout the acquisition process so please monitor www.sam.gov and the PIEE Solicitation module on a regular basis. Responses to RFIs are not required. RFI responses will not be shared with industry. The Government will not reimburse any cost associated with submitting information in response to this RFI, nor shall any costs be allowed on any Government contract. NOTE: Appendix A, Facilities and Systems approximate Square Footage (SF) totals are Critical Buildings: 758,317 SF and Non-Critical Buildings: 2,152,846 SF. Requested Information: The following questions list the information requested from respondents within a 5 page limit: 1. Are there any ambiguities related to the Draft PWS that need to be clarified? Does the PWS give enough information to allow for a complete understanding of the Government’s requirement and to submit a proposal? If not, what would need to be added to ensure this level of understanding? 2. The Government is exploring various alternative approaches to the charging of Collection Work (CW) associated with staffing for CLINs X007 and X008 (CPFF). CW comprises non-operational labor attributed to scheduling, time keeping, training, safety meetings, shop care, weather delays and evacuations. Are there any limitations to proposing a FFP for all CW? If so, please explain any concerns and provide input regarding an appropriate cap for CPFF CW as described in paragraph 1.6.12.2. Response Deadline Responses to this RFI shall be provided no later than 28 December 2021. Unsolicited proposals submitted in response to this RFI will not be considered or reviewed.
