Based on the design standards of NISPOM and UL2050 a separate intrusion detection control panel and communication pathway to the monitoring center should be installed for each secured area of this project. Can you please confirm that separate systems for each secured area is the expectation of your agency on this project? Answer: Compliance with NISPOM and UL2050 shall be required. 2. Each of the separate intrusion detection control panels referenced above will required UL2050 compliant phone/cellular lines and 110v power. Can you please confirm that your agency will provide the installation of these lines and 110v power outlets to the control panel locations required for this project? Answer: The Government shall furnish all necessary telecommunications infrastructure and power requirements to comply with NISPOM and UL2050. Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number FA252121QB060 shall be used to reference any written quote provided under this request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated 3-10-2021. This is requirement is for Full and Open competition. The North American Industry Classification System (NAICS) code for this project is 561621with a size standard of $22.0M. The purpose of this combined synopsis and solicitation is for updating the current alarm system and to provide alarm monitoring services. 1. The bid schedule and contract CLIN schedule is as follows: 0001 – Base Year 1 each - The contractor shall provide all labor, material, equipment, and installation to update the Jonathan Dickinson Missile Tracking Annex (JDMTA) facility to ensure it has an Electronic Security System (ESS) capable of 24 X 7 X 365 monitoring. The contractor shall be a Defense Counterintelligence and Security Agency (DCSA) approved contractor/firm operating under DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). In addition to DCSA approval, the contractor shall be Underwriters Laboratories (UL) certified for installation/maintenance of the ESS. All work shall be performed in accordance with (IAW) the Statement of Objectives and completed within thirty (30) days of award. The overall ranking of all offerors, when any ranking was developed by the agency during source selection. Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency. (End of provision) 52.212-2 Evaluation-Commercial Items. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: EVALUATION-COMMERCIAL ITEMS (OCT 2014) The Government intends to award a FFP contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the offer who is technically acceptable, provides the lowest price, and is deemed responsible. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. The following factors shall be used to evaluate offers: (i) Technical Acceptability, (ii) Price, and (iii) Past Performance. Technical acceptability: The government will evaluate quotes on the basis of whether or not the offer conformed to the submission instructions and minimum requirements identified in the solicitation to include completing 52.212-1(b)(1) thru (12) Price: The total evaluated price will include the total price of all line items. The price will be evaluated but not scored. The price evaluation will determine whether the proposed price is complete, fair, and reasonable in relation to the solicitation requirements. Schedule price reductions are requested. Past Performance: The government will evaluate past performance based on information obtained through Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Performance Assessment Reporting System (CPARS), and Supplier Performance Risk System (SPRS) databases or any other reasonable basis. Offerors with derogatory marks or terminations for default/cause will not be considered for award. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
