This is a Sole Source Synopsis! The 45th Contracting Squadron at Patrick Space Force Base (SFB), Florida has a single source to requirement for the replanting of golf course turf (golf holes 10-18) for 24 May through 12 June 2021. This is a single source for replanting golf course turf (Phase II) in accordance with (IAW) FAR 13.106-1(b)(1). As required IAW FAR 5.207(c)(15) Westscapes Golf Course Construction LLC. is the only source capable of fulfilling the government’s requirement for replanting golf course turf for holes 10-18. The cost of fulfilling the requirement of replanting (golf holes 10-18) with another source than Westscapes Golf Course Construction LLC. is considered a substantial duplication of cost for the Government that is not expected to be recovered through competition in accordance with FAR 6.302-1(a)(2(ii)(A). Furthermore, Westscapes completed the same work for the golf course on holes 1-9 during Phase I of this project. The North American Industrial Classification System (NAICS) code for this procurement is 561730 – Landscaping services. As required IAW FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 4 days after date of publication of this synopsis. 45 CONS/PKB has determined that Westscapes Golf Course Construction LLC. is the only source capable of providing this requirement.
