This... Combined Synopsis/Solicitation Corrosion Control BPA FA2521-20-Q-B088 Amendment 2, 24 Aug 20 The purpose of this amendment is to: 1. Change the RFQ Due Date from 22 August 2020 to 25 August 2020. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number FA2521-20-Q-B088 shall be used to reference any written quote provided under this request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08; Effective 14 July, 2020. This is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). The North American Industry Classification System (NAICS) code for this project is 811310 with a size standard of $8.0M. The purpose of this combined synopsis and solicitation is to establish a 5-year Blanket Purchase Agreement (BPA) to provide the 920th Maintenance Squadron (920 MXS) with non-personal services for the washing of Aerospace ground Equipment (AGE) and vehicles in order to combat against corrosion. Washing the exterior areas of the AGE and vehicles and then lubing the pivot points of the AGE will be conducted at Bldg. 688 on Patrick Air Force base (PAFB), Florida. See attached Performance Work Statement (PWS) for additional requirements. The description of agreement is below: DESCRIPTION OF AGREEMENT: 1. Corrosion control Air Ground Equipment (AGE) washings/cleaning must include the following: a. Contractor will be responsible for washing all 252 AGE items and 50+ government vehicles b. AGE will be washed every ninety (90) days per Technical Order 35-1-3 Ch. 2 Para. 2.1.2. c. Government vehicles will be washed every fifteen (15) days in accordance with (IAW) the 45th Space Wing Instruction, 45SWI 24-302 d. MIL-PRF-87937D Type I will be used mixed to a ratio of 1 part cleaner to 20 parts water per Technical Order 35-1-3 Table 2-2 for Light Soils e. Soap solution will be applied to equipment with a brush or cloth, scrub, and then rinsed with fresh water f. After AGE is rinsed with fresh water, a Corrosion Preventive Compound (CPC) will be applied, MIL-PRF-81309 Type II to all pivot points g. Any other requirements listed in the attached PWS 2. Extent of Obligation: The Government is only obligated to the extent of calls actually placed against this BPA by authorized personnel. 3. Pricing: Prices quoted to the Government must be as low as or lower than those charged your most favored customer for comparable quantities under similar terms and conditions, in addition to any trade discounts or prompt payment discounts. 4. Purchase Limitation: No individual call shall be placed by the Government or accepted by the Contractor that exceeds $2,500.00 without the approval of Contracting personnel. Calls shall generally be made verbally, except in the informal correspondence may be used where determined by the Contracting Officer to be more convenient. 5. The size standard for this proposed NAICS is $7.5M. Description: The requirement is to provide vehicle and equipment maintenance. Salient Characteristics: Please see the attached draft Performance Work Statement (PWS) for what capabilities will need to be provided for. What is the purpose of the service: vehicle and equipment maintenance. 45 CONS is interested in any size business that is capable of meeting this requirement. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, GSA contract number and expiration (if applicable), and any related specifications/drawings.
