Section J: Replace Attachment 3 (WD FL 20200001 dated 3 Jul 2020) with WD FL 20200001 dated 14 Aug 20. Amendment 0004 (FA2521B00110001) The purpose of Amendment 0004 is to: 1. Extend Bid submission due date to August 20, 2020 @ 9:30AM (Section L-4) 2. Change Bid opening date to August 20, 2020 @ 12:00 PM (Section L-5) 3. Change Bid opening conference phone number to 321-476-3948 (Section L-5) 4. Add Questions and Answers, 2nd set (dated August 13, 2020) as Attachment 11 in Section J Amendment 0003 (FA2521B00110001) The purpose of Amendment 0003 is to: 1. Add FAR clause 52.204-25 to Section I 2. Update FAR provision 52.204-24 in Section K 3. Add 52.204-26 to Section K Amendment 0002 (FA2521B00110001) The purpose of Amendment 0002 is to: 1. Correct Item 4 in Section L under L-4 Bid Submission 2. Add Questions and Answers dated August 10, 2020 as Atttachment 10 in Section J 3. Remove clause 52.222-34 4. Contractor must acknowledge all amendments in Box 19 of the SF 1442, and block 8 and 15 of SF 30. Amendment 1 did not reflec that acknowledgement was required. *NOTE* SF 30 reflects in Section A "Begin performance delivery lead time duration" was changed from 10 calendar days to 300 calendar days. This is an error within the contract writing system. These amounts have not changed from the original solicitation. Amendment 0001 (FA2521B00110001) The purpose of Amendment 0001 is to: Correct the following formation under Section L and Section M: 1. (Section L-5) The time of the bid opening is corrected from 12am to 12pm. 2. (Section L-5) The time of the conference call is corrected from 11am to 12pm. 3. (Section M) Basis for Award was changed to include FAR 14.408-6. Section M now reads as the following: "BASIS FOR AWARD: In accordance with (IAW) FAR 52.214-10 and FAR 14.4 procedures, the Government intends to make a single award to the responsbile bidder (see FAR 9.1), conforming to the invitation for bid, will be the most advantegeous to the Government, considering only price. In the event that two or more low bids are equal then the priority order within FAR 14.408-6 shall be used." The Contractor shall provide all labor, materials, equipment, transportation and supervision to accomplish the following requirements, and technical specifications, to Repair Building 402, 45 SW-JA Relocation. All work shall be done in accordance with requirement contained in the contract specifications, contract drawings, and applicable base standards, state/federal laws, and Air Force regulations. Requirements Renovate and build an addition to Bldg 402 to include all building systems, finishes, lighting, HVAC, restrooms, break room, and administrative areas in accordance with the Specifications (Section J, Attachment 2) Site Visit: Scheduled for July 30, 2020 @ 0900 AM EST. Due to COVID-19, face coverings/masks are REQUIRED for access to the installation and during the Pre-Bid Site Visit. Bid Due Date: August 17, 2020 Bid Due Time: 9:30 AM EST Notice to Offeror: Funds are not presently available for this contract. The government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the government for any payment may arise until funds are made available to the contracting officer for this contract and until the contractor reeives notice of such availiblity, to be confirmed in writing by the contracting officer.
