The 45th Contracting Squadron, Patrick Air Force Base, FL announces the anticipated release of an Invitation for Bid no. FA2521-20-B-0007 for a Paving IDIQ at Cape Canaveral Space Force Station (CCSFS), FL. All applicable provisions and clauses will be included in the actual IFB document. This IFB is being issued as a 100% Total Small Business Set-Aside; all other bids will be deemed non-responsive. Contract award will be based on FAR Part 14-Sealed Bidding. An award made will be made to the responsible bidder (IAW FAR 9.104-1) whose bid is responsive to the terms and conditions of the IFB and is most advantageous to the Government, considering only price and price-related factors included in the solicitation. Project Title: Paving IDIQ, CCSFS. Place of Performance: Cape Canaveral Space Force Station (CCSFS), FL Period of Performance: The Government anticipates a 5-year Ordering period. NAICS CODE: 237310 – Highway, Street, and Bridge Construction Size Standard: 39.5M Magnitude of Effort: Between $1,000,000 and $5,000,000 Brief Description of Acquisition: This will be a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contract to provide all labor, materials and equipment necessary for repair and maintenance of base streets, parking lots, and airfield pavement at CCSFS, FL in accordance with the contract, drawings, and specifications. The work covered under this contract consists of repair, removal, and replacement of concrete, asphaltic concrete pavement, cementious concrete pavement, striping pavements, and ancillary work on utilities adjacent to and associated with the pavement work under NAICS. Brief Description of the Initial Project: The work is to repair the northwest parking lots and driveway, for facility #62615. The contractor shall provide all labor, tools, materials and equipment necessary to repair parking lots to the west and east of building # B-62615 on CCSFS, to include mill and overlay, and restriping. All work is to be performed IAW project specifications and drawings. Period of Performance: 60 calendar days, including 10 non-dig/access days, after issuance of Notice to Proceed (NTP). Magnitude of Construction for Initial Project IAW FAR 36.204(b): Between $25,000.00 and $100,000.00. Additional Information: The applicable NAICS code is 237310, Highway, Street, and Bridge Construction. The size standard $39.5M. The IFB is expected to be available on or around 23 July 2020 with a bid closing date, depending on the actual release date of the solicitation, on or around 24 August 2020. The 45th Contracting Squadron (45 CONS), is publicizing this Sources Sought Notice to gather industry information and input with respect to anticipated purchase of various replacements for electric transformers at Patrick Air Force Base, FL. (Specifications are attached) The government is interested in Small Businesses. The North American Industry Classification Systems (NAICS) Code proposed is 237130. The size standard for this NAICS is $39.5M. Scope of Work The work to be performed under this project is located at Patrick Air Force Base. Patrick Air Force Base is located approximately three miles south of Cocoa Beach on State Road A1A. The work to consists of providing the labor, equipment and materials to replace open-wire pole-mount type transformers, and live-front transformer with new pad mounted transformers, high-voltage cables from switches to transformers, low-voltage cables from transformers to main panels, install new facility main distribution panels, and demolish stand-alone electrical vaults. Civil/Site. Provide trenching for new underground feeders per the drawings. Provide sodding of all newly graded finished earth surfaces, unless indicated otherwise, and at all areas inside or outside the limits of construction that are disturbed by the Contractor's operations. Water areas sodded daily. Apply water at a rate sufficient to ensure thorough wetting of soil to minimum depth of 6 inches for 14 continuous days after placement. Architectural. Demolish stand-alone electrical vaults, buildings 905, and 972. Core drill through walls, as shown in the drawings, to facilitate the installation of new electrical feeders. Provide new concrete pads for new electrical equipment per the drawings. Electrical Facility 720: Provide pad-mounted transformer to serve new main panel in existing facility 720, new main panel to serve branch feeders in existing main panel, existing main panel to be removed. Existing live-front transformers in facility 720 vault to be removed. Facility 546: Provide pad-mounted transformer to serve existing main panel in facility 546, provide new service disconnect and new service feeder to the extent indicated in drawings. Existing live-front transformers in facility 546 vault to be removed. Facility 806: Replace existing live-front pad-mounted transformer with new dead-front pad-mounted transformer, replace existing primary cable with new. Reconnect existing secondary service conductors to new transformer. Facility 945: Provide pad-mounted transformer to serve new main panel and new subpanel to be located in existing facility 945 chiller room. Panels to replace existing, new main panel to serve existing branch feeders and new subpanel, new subpanel to feed existing branch circuits. Existing live-front transformers in facility 945 vault to be removed. Install new light fixture in vault. Facility 985: Provide pad-mounted transformer to serve existing service mains for facility 985 and facility 988. Provide new service feeders and service disconnects as indicated in drawing. Facility 986: Provide pad-mounted transformer to serve two existing service mains for facility 986. Provide new service feeders and service disconnects as indicated in drawing. Facility 905: Provide pad-mounted transformer to serve existing lift station ATS (located in existing generator building) and existing parking area light fixtures. Response information This request for information is in support of market research being conducted by 45 CONS to determine potential sources capable of fulfilling all requirements associated with this requirement. The purpose of this. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.
