This sources sought notice is for informational purposes only in conducting market research. Space Launch Delta 45 (SLD 45) is in the process of developing the requirement for the Ascension Base Operations Support (ABOS). The Government anticipates a 90-day transition period prior to a full performance. Acquisition strategy has not yet been determined. The Space Force team is interested in creating a support structure at Space Force Ascension Auxiliary Air Field (AAAF) where responsibility for base maintenance services are contained within a single responsible contractor. This contractor will be responsible for base services including, but not limited to: Civil Engineering, Fire/Medical emergency response, base communications, base logistics, airfield support, medical/clinic, security, dining, lodging/housekeeping and additional tenant support functions under mission support. Responses to this announcement are needed to help inform acquisition planning and to identify capable sources. Services may include, but are not limited to: systems/facility preventative, predictive and corrective maintenance, systems/facility upgrades and modifications, plant/facility engineering, work order and service call management, safety engineering, critical systems baselining, configuration management, systems engineering, long-range planning and statements of capability, utility system monitoring and management, facility control systems management/maintenance, HVAC, fire detection and alarm maintenance/repair, electrical, UPS/generators, waste water, water systems, fuel storage, energy and real property management, environmental support and clean-up, design engineering, construction inspection and management, logistics support analysis, cost management, possible complex/facility deactivation support, crane operation, airfield support, medical/clinic, security, dining/lodging/housekeeping and mission support. Note: For this acquisition, the naming convention will be Ascension Base Operations Support. Previously, these requirements were posted within the Ascension Island Mission Services (AIMS) solicitation number FA2521-19-R-A017. The Ascension Island Mission Services (AIMS) contract, the follow-on contract to Range Operations Support, was competed and awarded 25 January 2021. However, the AIMS award was protested to GAO, which was sustained. In response to the sustained GAO protest, Space Launch Delta 45 developed a corrective action plan which was provided to the GAO and the parties to the protest. As a part of its corrective action, the Delta will terminate the award, cancel the AIMS solicitation and issue a new solicitation to account for requirements changes that have resulted from reorganizations that arose since the establishment of the U.S. Space Force and subordinate organizations. The replacement solicitation will remove the 12.15 Radar and TAA-3 telemetry systems from the AIMS requirement. During acquisition strategy planning for the AIMS acquisition, the decision was made to remove these systems from the Launch and Test Range Services Integrated Support Contract (LISC) contract and align them with current ROS contract base operations support requirements because of organizational inefficiencies. Under the previous organization structure, operational responsibility and authority of contract execution were divided between the on-island commander, and the Space and Missile Center in Los Angeles via the LISC contract creating divisions in operational control on the island. When the U.S. Space Force became a new military service, the 45 SW was reorganized and reemerged as Space Launch Delta 45 (SLD 45) under the Space Operations Center (SPoC). Further realignment will occur this summer (2021) as Space Systems Command (SSC) stands up as SLD 45’s Field Command. This realignment resolves the organizational inefficiency as SLD 45 will gain full program management of the LISC contract as well as acquisition authority over the associated follow-on contract. Gaining this program responsibility negates the need to de-scope these requirements from the LISC contract. Additionally, during the protest period, SLD 45 has identified that having the 12.15 and TAA-3 telemetry systems on the AIMS contract creates a significant maintenance gap for the aging radar and telemetry systems. Specifically, AIMS provides only level 1 Operations and Maintenance of the radar and telemetry systems. However, recent system failures with the radar have identified the need for reach back, intermediate level maintenance through the use of uprange technicians at Cape Canaveral Air Field Station working on similar LISC systems such as radar 19.14 and Tel-IV telemetry site. Specifically, the ability to troubleshoot faults, in real time, utilizing similar systems with an experienced labor pool that has access to engineering drawings and circuit line record cards provides significantly more capability to ensure mission system uptime by providing a higher level of maintenance. Separating the Ascension radar and telemetry systems from the similar systems on the LISC contract removes this capability and, ultimately, increases the risk of not being able to meet system uptime requirements. To efficiently and effectively deliver the required services, it is anticipated that vendors will have the following: • Experience and good past performance in delivering similar services (similar in terms of size, scope and complexity) • Staff with appropriate clearances for work requiring a Secret Clearance • Experience providing services in disparate locations while maintaining service levels PURPOSE: This Sources Sought notice is seeking responses from small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 561210, Facilities Support Services, size standard of $41.5M. This synopsis is encouraging response from qualified and capable Small Businesses only to include Certified 8(a) Small Businesses, Historically Underutilized Business Zone (HUB Zone), Service Disabled Veteran Owned SB, Veteran Owned SB, Economically Disadvantaged Woman Owned Small Business (EDWOSB) or Woman Owned SB.
