The 45th Contracting Squadron intends to award a modification to increase the contract ceiling of the Instrumentation Radar Support Program (IRSP), FA2521-16-D-0010 by $90.5M. This modification will be executed on a sole source basis under the authority of FAR 6.302.1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to BAE Systems Technology Solutions and Services, 520 Gaither Road, Rockville, MD. This increased ceiling would be used during the current contract period of performance which ends 31 December 2020. The primary efforts which caused the need for the ceiling increase are as follows: - AWS 3 Frequency Sell Off: A congressional mandate to migrate from the current Telemetry frequency telemetry instrumentation systems. Although the frequency "sell-off" was known during the current contract requirements definition, the timespan for accomplishing these actions, along with congressional funding, was not well known and only estimated. With the timeline changed for DoD Advanced Wireless System Version 3 (AWS3) Telemetry frequency selloff, it has been mandated by DOD that this work be completed during the performance period of the current contract. - Increased High Cost Repairs/Requisitions: Many of the 28 supported ranges have experienced an increase in mission tempo. The increase in mission tempo has directly resulted in an increase in replacement of normal lifecycle costs, as well as an increase in failure of systems that are well past their life expectancy. The increase in mission tempo has caused the need to obtain additional high cost components and sub-systems to keep the ranges' instrumentation systems ready to meet mission demands. These additional work requirements are the same type of work already included in the SOW but will significantly drive contract cost beyond the original cost ceiling of the contract. New Ranges and Increased Requirements: In January 2019, the Air Force Life Cycle Management Center (AFLCMC) became a new range member and was not a part of the original program government estimate/ceiling because the requirement was unknown at that time. AFLCMC's requirements (for spares and engineering support) are substantial for CY19 and CY20. In addition, the Air Force Space Command (AFSPC) added a requirement that transferred a radar from the 45th Space Wing to Australia to support a Space Situational Awareness (SSA) mission. The initial effort to tear-down, transport, and re-install the asset in country, along with preparations required to meet Initial Operational Capability (IOC) and Full Operational Capability (FOC) was significant. Space & Missile Systems Center (SMC) anticipates a significant need for the near future to provide the additional depot level support required by the Department of Defense Memorandum of Agreement. This not a request for competitive quotes; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within 15 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses are due by 03/21/2019 2:30 pm EST. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement, however, a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Costs associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the contractor and these costs will not be reimbursed by the Government.
