The purpose of this Notice of Contracting Action is to announce, in accordance with FAR Subpart 5.2, the Government's intention to pursue a sole source procurement extension for the Range Operations Support (ROS) requirement for up to 24 months beginning 1 October 2021. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by USSF as required by FAR 6.302-1(a)(2)(iii)(B). No telephonic inquires will be honored. Any offeror believing they can provide the required ROS services for the specified period may provide evidence for consideration by notifying this office in writing via e-mail within 15 days of the publication of this notice. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A determination by the Government not to compete this procurement based on responses received is solely within the discretion of the Government. This notice does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to release a competitive solicitation or award a contract. This extension will permit the continuation of mission critical supplies and services currently performed under the ROS contract. The contract was previously extended through 30 September 2021 as a result of corrective action taken under a sustained GAO protest for the follow on contract. The Ascension Island Mission Services (AIMS) contract, the follow-on contract to ROS, was competed and awarded 25 January 2021. However, the AIMS award was protested to GAO, which was sustained. In response to the sustained GAO protest, Space Launch Delta 45 developed a corrective action plan which was provided to the GAO and the parties to the protest. As a part of its corrective action, the Delta will terminate the award, cancel the AIMS solicitation and issue a new solicitation to account for requirements changes that have resulted from reorganizations that arose since the establishment of the U.S. Space Force and subordinate organizations. The replacement solicitation will remove the 12.15 Radar and TAA-3 telemetry systems from the AIMS requirement. During acquisition strategy planning for the AIMS acquisition, the decision was made to remove these systems from the Launch and Test Range Services Integrated Support Contract (LISC) contract and align them with current ROS contract base operations support requirements because of organizational inefficiencies. Under the previous organization structure, operational responsibility and authority of contract execution were divided between the on-island commander, and the Space and Missile Center in Los Angeles via the LISC contract creating divisions in operational control on the island. When the U.S. Space Force became a new military service, the 45 SW was reorganized and reemerged as Space Launch Delta 45 (SLD 45) under the Space Operations Center (SPoC). Further realignment will occur this summer (2021) as Space Systems Command (SSC) stands up as SLD 45’s Field Command. This realignment resolves the organizational inefficiency as SLD 45 will gain full program management of the LISC contract as well as acquisition authority over the associated follow-on contract. Gaining this program responsibility negates the need to de-scope these requirements from the LISC contract. Additionally, during the protest period, SLD 45 has identified that having the 12.15 and TAA-3 telemetry systems on the AIMS contract creates a significant maintenance gap for the aging radar and telemetry systems. Specifically, AIMS provides only level 1 Operations and Maintenance of the radar and telemetry systems. However, recent system failures with the radar have identified the need for reach back, intermediate level maintenance through the use of uprange technicians at Cape Canaveral Air Field Station working on similar LISC systems such as radar 19.14 and Tel-IV telemetry site. Specifically, the ability to troubleshoot faults, in real time, utilizing similar systems with an experienced labor pool that has access to engineering drawings and circuit line record cards provides significantly more capability to ensure mission system uptime by providing a higher level of maintenance. Separating the Ascension radar and telemetry systems from the similar systems on the LISC contract removes this capability and, ultimately, increases the risk of not being able to meet system uptime requirements. On 2 July 2021, the corrective action plan for AIMS was protested to the Court of Federal Claims (COFC). As a result of these protests, the AIMS contract will not be in place before the expiration of the ROS contract. A sole source extension, under the authority of FAR 6.302-1, “Only One Responsible Source” is appropriate in that a contract could not be executed with any other source which would preclude a break in service. Because of the highly specialized requirements in a remote location it is not possible to execute an interim competitive contract before the existing contract ends. In addition to the time required to solicit competitive quotes and arrive at an award decision, a 60 day transition allowing for logistics, hiring, and transportation to Ascension Island would force an extended break in service of a mission critical operation. No other source could execute the requirement during the resolution of the protest and the awarding of a new contract without unacceptable requirements delay. The length of the sole source extension, not to exceed 24 months, will be determined based on the facts surrounding the resolutions of the GAO and COFC protests, the solicitation and evaluation of new proposals and subsequent award actions as well as the appropriate time to transition to a new contract in consideration of ongoing work. In order to continue these essential services, including continued support of the Ascension Island Runway Replacement project, and avoid an unacceptable delay in meeting critical requirements, the Government will acquire the services on a sole source basis from: Wolf Creek Federal Services, Inc. 3800 Centerpoint Dr Suite 800 Anchorage AK 99503-5825 The resultant contract modification will be awarded under the authority of FAR 6.302-1(a) (2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements. Description of Services: ROS contract involves essential elements of base operations support for the Eastern Range (ER) at Ascension Auxiliary Air Field (AAAF). The contract is responsible for executing the base services requirements while also providing support to the 45SW launch mission at AAAF. AAAF is a contractor-operated tracking and instrumentation station on a volcanic-rock island in the South Atlantic nearly 5,000 miles downrange from Cape Canaveral Space Force Station (CCSFS). The contract supports non-mission communications at AAAF. The contract has the following seven major areas of base operating support responsibility at AAAF: Responsible for a broad range of civil engineering services, including real property management, facility engineering, and infrastructure work. Provide air field management, air traffic control, air crew services, and airfield ground support services. Provide a variety of public health and medical services, including the implementation of a public health program, occupational health program, and the provision of acute, routine, and emergency medical services by credentialed healthcare providers. Manage and provide emergency response, emergency medical response, and fire protection services for facilities, aircraft, and personnel. Provide law enforcement services for surveillance and intrusion detection. Provide an emergency management program that includes disaster avoidance, mitigation, and response, along with personnel accounting procedures. Responsible for managing and providing lodging, housekeeping, custodial, dining, laundry, recreation, and other related support services for government tenants, contractor personnel, and visitors.
