Contractor shall provide material, labor, equipment, engineering, and supervision necessary to provide one complete and usable hydraulic dock leveler (20,000-pound suspected rated load capacity) and one complete and usable manual dock leveler (25,000-pound suspected rated load capacity) in accordance with governing standards noted in this Statement of Work. For all cutting and welding inside of the building, a burn permit is required from the base fire department. Contractor will also provide 45 LRS Logistical Specialists training on proper operation of new dock levelers. On 1 April 2025, the contract specialist added amendment for questions and answers.

Current Eco Struxure System has reached end of life from both manufacture and DOD cyber security standards. The scope of this project requires proprietary equipment of Schneider Electric equipment and installed by authorized installer MC2. MC2 is an authorized installer of Schneider Electric proprietary equipment in Central Florida. Schneider Electric is required and meets standards as per AFI 17-101, AFI 17-130, DAFGM 2021-32-01 and UFC 3-410-012. IAW FAR 5.207(c)(16)(i) all responsible sources may submit a quotation which shall be considered by the agency. This notice of intent is not a request for competative quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45CONS/PKAB has determined that MC2 Inc., is the only source capable of providing this requiremnt. THIS IS A SOLE SOURSE. The purpose of this acquisition is to purchase forty (40) 8-Ring RA-1 parachute harnesses for the 308th Rescue Squadron (308 RQS) Air Force Reserve Command (AFRC) Guardian Angel (GA) teams at Patrick Air Force Base (PAFB), Florida. Current Government-owned RA-1 harnesses will be modified by the manufacturer to include the 8-ring configuration of both main and reserve canopies. The main canopies, which are the first canopies to deploy during a parachute jump, and the reserve canopies, which are the second to deploy if the main canopy fails, are currently at Patrick Air Force Base (PAFB). PAFB will ship 40 canopies (20 main & 20 reserve) to the vendor for them to connect to the 8-ring RA-1 harness and pack into the container that holds the parachute canopies. This requirement will include one-time/incidental service of certified personnel to produce, assemble, inspect and pack the 40 parachutes before shipping the final products back to the 308 RQS at PAFB. This is a Sole Source requirement to Airborne Systems, Inc. in accordance with (IAW) the Air Force Approved For Use List (AFUL), dated 10 November 2016, which states that the only approved vendor to manufacture the RA-1 Harness is Airborne Systems, Inc. The Air Force AFUL is IAW with the Air Force Instruction (AFI) 11-410, dated 4 August 2008, Parachute Operations guidelines.
