Question: Does the government intend to solicit a contractor with an existing COTS training solution -OR- is the intent that the selected contractor will develop the training after contract award? Answer: The Government's intention is for the selected contractor to develop the training solution after the contract award. A pre-existing Commercial Off-The-Shelf (COTS) training solution is not required. 2. Will this effort involve classified training development, delivery, or systems integration at the TS/SCI or SAP level? If so, will the Government sponsor facility clearances or provide access to appropriate government-furnished facilities and systems? Answer: This effort will involve classified training development, delivery, and systems integration at the TS/SCI and SAP level. The Government will sponsor the necessary facility clearances and provide access to appropriate government-furnished facilities and systems for the selected contractor. 3. Will the Government provide any existing training content, instructional frameworks, or technical systems as a baseline for development, or is it the intent for a clean-slate solution? Answer: The Government will provide all Government Furnished Information (GFI) pertinent to this requirement. The Government intends for the contractor to use provided GFI and develop a clean-slate solution following standard formats for Del 9 documentations. 4. Could the Government clarify the primary learner audiences (e.g., operators, analysts, support personnel), and the expected focus areas--such as initial qualification, mission recurrency, threat-based mission rehearsal, or integrated operations? Answer: The primary learner audience is Orbital Warfare Guardians. Training will encompass all focus areas identified in the question, including initial qualification, mission recurrency, threat-based mission rehearsal, integrated operations, and instructor qualification. 5. Does the Government anticipate a particular mix of delivery methods (e.g., live instruction, simulation-based training, asynchronous e-learning), and are there any current LMS, simulation environments, or operational systems with which the solution is expected to integrate? Answer: The Government anticipates a blended learning approach incorporating all delivery methods mentioned in the question, including live instruction, simulation-based training, and asynchronous e-learning. Currently, integration with existing Learning Management Systems (LMS), simulation environments, or operational systems is not required. 6. Training Approach Balance - Can you clarify the intended balance between traditional doctrinal training methods (e.g., documentation, quizzes, and exams) and scenario-based, operationally focused training (e.g., simulation/digital twin and/or training directly on operational tools)? Answer: The Government anticipates the intended balance between traditional doctrinal training methods and kinesthetic learning to vary between each course and mission area. Initial courses will primarily be academics (traditional doctrinal training). Qualification training will primarily be kinesthetic learning methodology with approximately 30-40 percent delivered through traditional doctrinal methods. 7. Emerging Threats and Integration - Could you elaborate on the depth of cyber training you anticipate developing? - The RFI mentions that and intelligence integration as emerging challenges but it’s not clear to me if that is possible future addition where the focus lies primarily on orbital warfare. - Is Delta 9 seeking primarily awareness-level content, hands-on technical training, or operational readiness exercises? Answer: The Government intentions for the selected contractor is to develop cyber training for a entry level defensive cyber operator with a focus on the Orbital Warfare system architectures. Cyber training should incorporate intelligence utilization to drive cyber operations. The primary focus should be hands-on but would also incorporate readiness exercises depending on the course requirements. 8. Target Audience and Proficiency Levels - Who is the primary audience for the training (e.g., junior enlisted, mid-career technical specialists, senior leaders)? Are you envisioning tiered or role-based training paths tailored to different proficiency levels? Answer: The Government anticipates primary audience for all training to be an integration of junior and mid career technical specialist. This will include enlisted Guardians up to non-commissioned officers and company grade officers. We envision a tiered experience level system based off an individuals proficiency level. The government will look for advisement from the contractor selected to help identify the requirements for different proficiency levels. 9. Operational Environment and Classification Levels - At what security classification levels do you anticipate training will occur (e.g., IL4/5 CUI vs IL6+)? Should training platforms support both unclassified and classified environments? Answer: The Government anticipates training to vary from Unclass, TS/SCI, and SAP level. Yes, training platform need to be supported at all levels of classification. 10. Delivery Methods and Accessibility - Do you have preferences for delivery methods (e.g., cloud-based, mobile, classroom, blended learning)? Is there an expectation for anytime/anywhere access or mostly in SCIFs? Answer: The Government foresees the majority of training will be based SCIF spaces with the occasional usage of Unclassified classrooms. 11. Metrics and Readiness Outcomes - What success criteria or readiness metrics are most important to you (e.g., proficiency assessments, mission readiness validation, cyber resilience scores)? Answer: The Government sees the importance of all three readiness metrics listed above with a primary focus on mission readiness validation. Each course potentially could have a different focus area for grading success. 12. Interoperability with Existing Systems - Should proposed training solutions integrate with existing DoD learning management systems (such as myLearning, Digital University, or other LMS/SIS platforms)? Answer: The Government is currently utilizing Patriot Excalibur (PEX) to document and tracking qualifications. The potential integration of certifying documentation into PEX will be beneficial but not required. This includes providing the combat power necessary to defeat space and counterspace threats, as well as supporting critical surveillance, reconnaissance, and close-proximity operations to safeguard freedom of action for US interests. Supporting units like 1 SOPS, 3 SOPS, and 5 SOPS, along with the intelligence support provided by Detachment 1, all contribute to a complex operational environment demanding advanced and realistic training. Given the diverse mission requirements of Del 9 and its subordinate units, a robust operational training support service is essential. This support must encompass not only traditional orbital warfare tactics and techniques but also address emerging challenges in the space domain, including cyber threats and intelligence integration. The training must be adaptable to reflect evolving threats and technologies, ensuring that warfighters are prepared for the full spectrum of orbital warfare activities. Therefore, a comprehensive and innovative training approach is critical to maintain Del 9's combat readiness and ensure its continued success in defending US interests in space. This requirement is being pursued under the Commercial Solutions Opening (CSO) pilot program as described in DFARS 212.270, Pilot Program for Commercial Solutions Openings. The goal is to leverage innovative commercial software solutions to enhance USSF warfighting missions. Anticipated PoP for this requirement is 1 Sept 2026- 31 Aug 2031. 3.0 Information Requested: Interested contractors are requested to provide a capabilities statement containing the following information: 3.1 Company Information: Company Name, CAGE/DUNS, Socioeconomic status, location, and point of contact. 3.2 Experience in Military Space Training: Briefly describe your experience developing and delivering military space training curriculum, including operational space activities and orbital warfare. Highlight relevant past projects and customer experience, focusing on the scope and complexity of the training provided. Include examples of training methods (e.g., simulator-based, classroom, online) that align with Del 9’s mission areas and any experience in a classified environment. Summarize your experience with instructional systems design (ISD) methodologies and compliance with relevant military training standards. Briefly describe your company's capabilities related to training program management, including planning, resource allocation, performance measurement, and continuous improvement. Briefly describe your ability to process and maintain appropriately cleared personnel. 3.3 Space Orbital Warfare Training Expertise: Briefly describe your experience training personnel in space orbital warfare activities, including offensive and defensive operations, and your understanding of current and emerging threats in the space domain. 4.0 Submission Details: Submissions shall not exceed 5 pages for all items associated with the response. Hard copy submittals will not be accepted. The Government will not accept company literature or marketing materials. Proprietary Information (PROPIN) will be safeguarded in accordance with applicable regulations. Respondents shall indicate which portions of its response are Intellectual Property (IP) and mark IP accordingly. Foreign firms cannot participate in this acquisition at the prime contractor level. However, foreign firms can participate in this acquisition at the subcontractor level if they are eligible to do business with the US Government. Note: Offerors must comply with International Traffic in Arms Regulations (ITAR). The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). The government will evaluate responses based on the information provided related to experience in military space training and space orbital warfare expertise to inform acquisition strategy. The government may choose to hold one-on-one meetings with selected vendors after reviewing RFI responses. Only responses to this RFI will be considered for any follow-up market research questions or clarifications about this requirement.
