Request for Information (RFI) for Missile Warning and Missile Defense Support (MWMD) III to Headquarters (HQ) Space Operations Command (SpOC), Missile Warning / Missile Tracking Mission Area Team (S3/3M) Background: HQ United States Space Force (USSF) SpOC requires advisory and assistance services which includes, but is not limited to, current operational support, architectural development, requirement development, technical/logistics support, constellation and ground architecture analysis, programmatic planning, funding, and staffing support. Services support Organizing, Training, and Equipping (OT&E) functions for Space-Based Missile Warning (MW), Ground Based Radar (GBR) MW/Missile Defense/Space Domain Awareness (MW/MD/SDA), and Weather/Space Based Environment Monitoring (SBEM) to perform USSF missions. This includes Program of Record (PoR)/prototypes facilitation and support, problem resolution, planning, and staffing processes required to support mission objectives. Mission Overview: SpOC S3/3M is the Office or Primary Responsibility (OPR) for USSF Space-Based MW, GBR MW/MD/SDA and Weather/SBEM current operations missions. This is accomplished by operating space systems; providing support from space to terrestrial forces; operating ballistic missile warning forces as deterrent against nuclear attack; providing assured MW, MD, SDA, and Weather/SBEM capabilities. These capabilities include maintaining Department of Defense (DoD) satellites and sensors using ground control architecture through all levels of conflict. Scope: SpOC S3/3M and S3/6SE require contractor support with three mission areas: 1) Space-Based MW, GBE MW/MD/SDA, and Weather/SBEM. This requirement supports a broad range of HQ USSF OT&E functions with an emphasis on individual Directorate and Division roles throughout the acquisition lifecycle for all weapon systems. DoDI 5000.02 describes the acquisition lifecycle, Operation of the Defense Acquisition System and implements Joint Capabilities Integration and Development System (JCIDS) process. United States Air Force Space Command Instruction (AFSPCI) 10-605, Operational Acceptance Process outlines the Operational Transition and Operational Acceptance (OA Process necessary for delivering new capabilities and systems. It describes the overall process to deliver, and OA new capabilities supports the Operational Approval Panel (OAP), Integrated Planning Process (IPP), Program Objective Memorandum (POM) and other corporate processes. Work ranges from unclassified to Top Secret.
