MISSION: The Strategy, Policy and Plans Directorate (N&NC/J5) supports the full range of North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) (N&NC) missions as the Commander’s principal advisor, center of expertise and developer of strategy, policy, plans and security cooperation activities. As command roles and responsibilities have expanded, the range of advisory and assistance support has expanded to provide more varied and intensive analyses of technical, cost, and programmatic issues. This task order provide technical and analytical tools, support or improve policy development, management, and administration, or improve the operation of systems supporting the N&NC/J5 mission. Background: In accordance with the Department of Defense Appropriations Act, 2019 (Public Law (P.L.) 115-245) and the 2017 Women, Peace, and Security (WPS) Act (P.L. 115-68) N&NC/J59 requires contracted services to provide WPS Advisors. The WPS Act reaffirms the United States (US) commitment to being a global leader in promoting the meaningful participation of women in conflict prevention, management, and resolution, as well as protection, post-conflict relief, and recovery efforts. OSD directs each of the combatant commands to implement the WPS Act. The WPS Advisor support services will consist of recommendations for the planning of gender activities, training, integrating knowledge and process management to support all-source operational and mission planning for ongoing, emergent, contingency, and crisis operations. Task areas include WPS integration initiatives within the USNORTHCOM Area of Operations (AOR), whether implemented within or through the headquarters or its subordinate or component commands. The requirement also includes specialization in the development, coordination, and implementation of policy, strategy, and plans for WPS initiatives; gender advising activities; capability implementation support and training; and prevention of sexual and gender-based violence in humanitarian response and disaster relief in USNORTHCOM’s AOR. The required contractor support is essential to advancing the objectives of Public Law 115-68 (WPS Act), the US National Action Plan (NAP) on WPS, and Department of Defense (DoD) WPS Implementation Guidance.
