Amendment 0002 - Responses to the questions submitted are below. Please consider these responses when formulating your quote. The submission due date is UNCHANGED. Amendment #2 RESPONSES TO SUBMITTED QUESTIONS Have you got actual training dates for the four classes determined? No established dates; we will work with you, the service provider, to arrange the dates. Do you require the Training Manuals for the students to be printed on paper in a binder-type manual, or can they be on flash drives for each participant? Printed training manuals. 2.6. PHYSICAL SECURITY: The contractor is responsible for safeguarding and returning all assets at the completion of project should contractor need access to government sourced equipment, intellectual property, and/or materials. The contractor is responsible for ensuring the safety of instructors, participants, and personnel supporting the training and shall adhere to safety requirements and applicable standards for conducting technical rescue training. The solicitation has general locations for the Mexican States provided: Trench Rescue – Nuevo Leon Vehicular Extrication – Durango Rope Rescue – Guanajuato Water Rescue – Campeche Depending on the locations in the states of Nuevo Leon, Durango and Guanajuato the security risk and cost could significantly go up. For instance if the training in Nuevo Leon was in the north of the state, we would not need security, however: south of HWY 45 we would need security. The cost of security will increase the cost of our Quote without knowing the locations in each state. Is there a way to differentiate our quote from needing security to not needing security, perhaps a small clause we can add that if security is needed it will be "X" additional cost. I understand the above Physical security clause only addresses the safety during a course, however I do not see anything addressing the safety outside of the course for our instructors. Some of those states have a high kidnapping rate, including American citizens. If additional security is required, and the Embassy Regional Security Office (RSO) still gives the green light, we get that support from the Mexican military. If the area is too insecure for RSO approval, we would more likely have to do the training in another location. Also, included in the contract is an equitable adjustment that could be used if additional costs are incurred for security concerns. If the above measures do not relay confidence in recouping additional costs for security, there is another approach that the quoter may take. To your quote add an optional contract line item (CLIN) (one or more) to cover security. If security becomes an issue, then the CLIN could be exercised and paid out. This optional CLIN will not be evaluated in your total submitted price to keep your quote competitive. It will be evaluated for reasonableness if your quote is selected for award. Educational services required for IN-PERSON, TECHNICAL LEVEL TRAINING IN SPANISH for twenty-five student/instructors in each of four technical rescue areas; Water Rescue, Trench Rescue, Rope Rescue, and Vehicular Extrication.
