This is a notice of intent to award a sole source contract and is not a request for quotes. The United States Space Force (USSF), Space Operations Command (SpOC), Space Acquisition Management Directorate (SAM-D) at Peterson-Schriever Garrison, Colorado 80914 intends to award a a Cost Plus Fixed Fee (CPFF) sole source contract under the authority of 41 U.S.C. 253 Competition Requirements and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The objective of this sole source award is for a CPFF contract with the Boeing Corporation for a one-year base period, and four one-year option periods to acquire Space Flag, and Weapons School Modeling and Simulation (SF WS M&S) Environment Support. The SF WS M&S Environment Support is a synthetic environment to plan and execute large-scale SF exercises, Coalition SF exercises, and WS events based upon the attached Performance Work Statement beginning 1 March 2022, with a planned phase-in period beginning 1 November 2021. The NAICS Code for this requirement is 541330 Engineering Services and the size standard is $41.5M. This notice of intent to sole source is not a request for quotes; however all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 2:00 PM Mountain Daylight Time on 29 July 2021 and should reference the solicitation number FA251821R0016. Responses to be submitted to James Knight, Contracting Officer at james.knight.23@spaceforce.mil, and courtesy copy to John Mittelstedt at john.mittelstedt@spaceforce.mil. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
