REQUEST FOR INFORMATION (RFI) REQUIRED FOR Classified Event/Meeting Space and Support Services THIS NOTICE IS ISSUED AS AN RFI ANNOUCEMENT FOR INFORMATION PURPOSES This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or solicitation, nor does it represent any commitment by the Government. Since this is an RFI announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. Space Operations Command, Space Acquisition and Integration Office (SpOC/SAIO) will not accept or acknowledge emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information. The Government is performing market research primarily to determine if there are firms that possess the capability to execute the requirements of this RFI. Therefore, we further invite offerors to provide a capability statement in response to this requirement. Prospective offerors shall be registered in System for Award Management (SAM) prior to award of any Federal Government contract. Offerors are encouraged to obtain further information on SAM registration at the following website: https://sam.gov/ The professional services in the DRAFT SOO requires offerors to provide Classified event/meeting space as a service and support services required to host meetings. Background The government has the potential requirement hosting support for larger classified meetings/events when available government facility spaces are already reserved or unable to meet the mission partner’s conference needs. The intended result is to have a Basic Purchase Agreement (BPA) or similar vehicle with multiple vendors’ capable of providing accredited event space access and support services to meet mission needs. A mission partner would follow a BPA Ordering Guide upon verification government facilities are not available, which includes the mission partner conducting market research with BPA vendors to identify a suitable space, obtain a reservation confirmation for their event, successfully execute the event, and accomplish payment upon event space rental conclusion with a Government Purchase Card (GPC) or other pre-approved Government payment strategy. General Requirement (See attached DRAFT SOO for further details) Location shall be within 22 miles of the Peterson Space Force Base visitor center (1334 Stewart Ave, Colorado Springs, CO 80914) The offeror shall provide event space and support services needed for 10-200 participants at the Secret, Top Secret (TS), Top Secret – Sensitive Compartmented Information (TS//SCI), Special Access Program (SAP), and Special Access Required (SAR). Support shall include AV/IT needs, chairs and tables, parking, and other ancillary support outlined in the Draft SOO. Support shall also include any required service as identified by the contractor. Please provide the following information in your response: a. Name, address, and point of contact to include telephone number and email address of your company. b. Company CAGE Code, and DUNS in order to verify SAM status. c. Specify your business type: large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman owned small business, veteran-owned small business, service-disabled veteran-owned small business based upon the proposed North American Industry Classification System (NAICS) 561990 - All Other Support Services (Size Standard of $16.5M). Specify all that apply. If certified 8(a) company then please indicate whether your company is also an ANC/Tribal Owned/NHO, as well. NOTE: If you believe another NAICS is more appropriate please provide that NAICS and supporting rationale. d. Provide details (capacity, facilities, configuration, capabilities, location, support services, parking, etc) of your organization’s conference/meeting space. e. Provide conference/meeting space facility accreditation type and date of accreditation. f. Identify any task orders / contracts on going or completed in the past three (3) years for the same or similar scope to help determine your firm’s capability and capacity in meeting the requirement for the services listed in the attached DRAFT SOO. g. Identify your company’s facility clearance level (FCL)and Facility Security Office (FSO) POC information. [AK2] h. Identify any considerations the Government should take into account in terms of security requirements for hosting classified meetings. i. Provide estimated pricing by event size and duration (hours/days). Pricing should include the respective Standard Occupational Classification (SOC) code for the support personnel needed. j. All interested parties are encouraged to submit a capability statement by 1300 MST, Monday, 19 August 2024.
