The following questions are for market research only and are intended to assist the United States Space Force (USSF) in the development of an acquisition strategy for a new contract. This is not a request for proposal. Responses to the below market research questions will not be shared with anyone outside of the Space Force/ NORAD/NORTHCOM. Any costs associated with an interested party’s response to this request will not be authorized. This requirement is a hybrid type requirement. The predominance of the work is in services categorized under the North American Industry Classification System (NAICS) 541330 Professional Engineering. There is a construction component also. The small business threshold for NAICS 541330 is of $25.5M. Background: As part of a 2022 project, USNORTHCOM provided renovations and equipment to seventeen basic rehabilitation centers (UBR) serving rural and vulnerable populations administered by Mexico’s National System for Family Development (DIF). These projects successfully expanded UBR ability to execute their functions and added additional services which served additional patients. Objective: This project will provide renovation and equipment to ten (10) UBRs in rural and vulnerable areas of Mexico to increase the safety, functionality and aesthetics of each existing facility. This work will enable therapists to better serve current patients, serve more patients and provide additional services. Scope: Project management, renovation, clean-up, equipment provisioning and equipment training. Services include the following at each of ten locations (including option locations). Remediate poor building conditions through renovations that address safety, aesthetic, handicap accessibility, damage, construction defects, comfort, functionality and other concerns. Address those concerns required for each individual location; renovations of all listed concerns may not be required at every location. Conduct renovations and remediation to bring electrical, plumbing, roofs, floors, walls, exterior, and layout to safe, functional, and more aesthetic conditions. The extent of this work will vary by location. Install lighting fixtures and signage as required for safety and functionality. Provide physical therapy durable medical equipment suite, with minor modifications based on location needs and provide training on use and maintenance of equipment. Effectively manage project and stakeholders including coordination with USNORTHCOM and DIF and regular coordination in Spanish. What experience does your company have with construction? What experience does your company have working in Mexico, including construction in Mexico? Please explain how have you worked with local regulations outside the U.S.? Please explain how you would acquire and transport materials locally (without shipping from the U.S.)? What background would you bring in the areas of renovation, physical therapy or medical equipment, and training? Who on your team has this background and what projects have they worked on? This question includes subcontracts that would support the project and your strategy to utilize them. Do you have any experience with humanitarian projects? Any other projects relevant to this one? How would you accomplish coordination in Spanish? Responses to this notice are not offers and cannot be accepted by the U.S. Government for a binding contract or agreement. Failure to respond to this RFI does not preclude participation in a future solicitation if one is issued.
