The following questions are for market research only and are intended to assist the United States Space Force (USSF) in the development of an acquisition strategy for a new contract. This is not a request for proposal. Responses to the below market research questions will not be shared with anyone outside of the Space Force/ NORAD/NORTHCOM. Any costs associated with an interested party’s response to this request will not be authorized. One of NORAD/NORTHCOM’s (NNC) mission objectives is to enhance the U.S. relationship with our southern neighbor- Mexico. Congress appropriates humanitarian funds to NNC annually to achieve this objective. One of NNC’s principal projects in Fiscal Year 2023 will be to complete Phase V of ENAPROC’S Programa de Actualizacion, Capacitacion y Equipamiento (PACE) program. This requirement is categorized under the North American Industry Classification System (NAICS) 611430 Professional Development Training with a small business threshold of $15M. Problem: Fire Departments outside of Mexico City lack a widespread capability to conduct technical rescue and require more trainers to increase reach into these regions. NNC’s Objective: To grow twenty (20) instructors to a technician level of capability for each of four technical rescue topics so that the twenty instructors can then provide training at this level to others. This project will support Mexico’s National Civil Protection School (ENAPROC). Background: PACE has conducted four previous phases to increase firefighting capabilities. Phase I: Executive training (eg station management topics) in partnership with Civil Protection Phase II and III: Tactical and operational level training and equipping, including maintenance, training in wildland firefighting, and rescue training and equipment. Executed in five regions in partnership with Civil Protection. Phase IV: Additional wildland firefighting and rescue in different contexts in partnership with Civil Protection. Mission: This project will provide Phase V Technician Level training for twenty instructors in each of four technical rescue areas; Water Rescue, Trench Rescue, Rope Rescue, and Vehicular Extrication. The intent is for these trainers to teach national-level trainings through ENAPROC in these topic areas based in the locations where they receive this training. The current expectation is that each of the four topic areas will be taught in a different location. These trainers will be certified general instructors, and need an Operations Level understanding of their technical rescue topic. Training should align with the standards of NFPA 1006 – Standard for Technical Rescue Personnel (certification will be the responsibility of ENAPROC not the contractor’s). The project will provide a small amount of materials as training aids and some equipment.
