In accordance with FAR 6.302-1, USSPACECOM anticipates awarding a modification to the existing HQ USSPACECOM Consolidated Advisory and Assistance Services (UCAAS) FA2518-21-C-0003 on a sole source basis to LinQuest. This effort includes all labor advisory and assistance services support of Headquarters functions. The modification would extend performance for up to a six (6) month period pursuant to FAR 52.217-8 Option to Extend Services. Due to unanticipated delays in the acquisition process for UCAAS II, it has become necessary to modify existing contract FA2518-21-C-0003 to allow for uninterrupted advisory and assistance services for up to a six (6) month period beginning on 22 April 2022. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only LinQuest is capable of providing the services at this time. Award to any other source will result in unacceptable delays and cause a disruption to the highly specialized support services. The modification to current contract FA2518-21-C-0003 will serve as a temporary solution to fulfill immediate mission requirements. The J&A for this extension of services is being posted as part of this notice once the modification is executed. The General Services Administration (GSA) contract vehicle One Acquisition Solution for Integrated Services (OASIS) is being utilized for the acquisition of UCAAS II. Market research has concluded and the fair opportunity proposal request has closed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
