The Government intends to exercise its unilateral rights of Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services, for a period Not To Exceed 6 months. The Government included this clause in the original award; however, did not negotiate the limits and rates prior to award. The Government has an on-going need for the Analysis Visualization Tools (AVT) requirement to provide for uninterrupted support; however, the onset of the Novel Coronavirus pandemic impacted the effort. The North American Aerospace and Defense Command (NORAD) and the United States Northern Command (Northcom) (N/NC) took the lead for US pandemic operations. As the lead, the pandemic drove the requiring organization--N/NC--to make urgent purchases to track and combat the virus' spread and was unable to commit personnel and certified funding to support the re-acquisition of the AVT requirement. As a result of postponed work on the re-acquistion efforts due to necessary urgent responses, the Government is required to negotiate the limits and rates to support the Not To Exceed 6 months of extended services available under FAR 52.217-8, Option to Extend Services.
