21 CONS proposes to procure, by means of other than full and open competition, a contract modification to contract FA2517-15-D-5005 for HVAC/CRAC maintenance services. This additional work of generator repair was deemend to be out of scope of the base contract due to lack of contemplation of the repair prior to contract award. The Period of Performance (PoP) for this action is 14 June 2019 - 20 September 2020. This is a commercial service and the modification will be a firm-fixed price effort. See attached redacted, draft J&A for more information. The authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, as required by FAR 6.303-2(b)(4). The Government requests that any feedback, comments and questions be received no later than 12 June January 2019 by 5:30 PM MST. Please submit all questions, comments and feedback regarding this Notice of Contract Action (NOCA) via e-mail to the Points of Contact listed in this notice.No telephone responses will be accepted. Any information submitted by respondents to this Notice of Contract Action (NOCA) is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this NOCA. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this NOCA constitutes consent for that submission to be reviewed by Government personnel. An AFIMSC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this proposed contract action. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
