This is a pre-solicitation notice for the Eglin Operations and Maintenance Services II (EOMS II) requirement. The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), and Services Management Office (PZZB) intends to release a solicitation on or about 26 March 2025 for the EOMS II requirement. The purpose of the EOMS II Program is to provide operation and maintenance services in support of research and development, test and evaluation, and training missions involving military aerospace equipment and military weapons. These services include operation, maintenance, and improvement of facilities, equipment, and instrumentation that support mission preparation, design, execution, and data production. The Eglin - Operation and Maintenance Services (E-OMS) support Contractor supports the following five major areas: General Support Services Range Support Services Range Instrumentation Explosive Test Facilities Major Ground Test Facilities (MGTF) The management and support of these missions include planning, provisioning, execution, analysis, and reporting. Workload can vary significantly among test and training programs because of their wide range of type, size, and complexity. Test and training activities are not limited to Eglin Air Force Base (EAFB) and may occur at other locations both inside and outside the continental United States. A Draft Request for Proposal (RFP) is attached to this pre-solicitation notice for informational purposes only. The Draft RFP is subject to change and should not be considered a final representation of the requirements or the terms and conditions of the solicitation. The formal RFP, when released, may contain revisions, additions, or deletions to the material presented in the Draft RFP. Interested parties are cautioned not to rely solely on the Draft RFP and should review the formal RFP carefully when it is released. Potential offerors may submit questions regarding the Draft RFP to the point of contact listed. However, please note that the Government will only respond to questions that are relevant and have not been addressed or clarified in the formal RFP when it is released. The Government will not provide interim responses or clarifications to questions submitted prior to the release of the formal RFP. All questions and comments will be considered and addressed through the formal RFP process, and responses will be provided in accordance with the instructions and timelines outlined in the formal RFP. The solicitation will be available on sam.gov on or about 26 March 2025. Interested parties are encouraged to monitor sam.gov for the release of the solicitation and to review the formal RFP carefully to ensure they understand the requirements and terms and conditions of the solicitation. This pre-solicitation notice is for informational purposes only and is not a solicitation or a commitment by the Government to issue a solicitation.
