This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for BID (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming sole source solicitation for The United States Air Force (USAF), Air Force Material Command (AFMC), Air Force TestCenter (AFTC), 96th Test Wing, AFTC/PZIE-Eglin. The MSCS provides interoperability opportunities for a variety of systems and provide the 46TS with the ability to perform increased levels of testing and support for the Command Mission Control Center (CMCC) Program and additional Air Force Rapid Capabilities Office (AFRCO) programs. Interested parties must be able to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform all MSCS Sustainment services, tasks and functions for the DTL. Individual task orders issued under any potential IDIQ contract may include, but are not limited to: on-call technical support and hardware/software upgrades [to include upgrades to the Radiant Mercury (RADMERC) Cross Domain Solution (CDS) Software] or enhancements. This includes on-call technical support during normal business hours (0800-1600) Mountain Time to assist with MSCS operations, problem identification, and diagnosis and will recommend repair actions for both the MSCS Contractor Furnished Equipment (CFE) and Commercial off the Shelf (COTS) equipment on the MSCS. Initial response time from the contractor to the customer will be four hours maximum for this support. Interested parties shall also be able to provide telephone support for meetings and telephone conferences and on-site technical support within three business days of the request. The NAICS Code assigned to this acquisition is 541513, Computer Facilities Management Services, with a size standard of $30,000,000.00. This notice is not a request for competitive proposals/quotes, however all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The government will consider all responses received by 8:00 a.m. CST, 8 August 2021. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
