This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organization or small business programs including small businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman-Owned (WOSB), Service Disabled Veteran Owned (SDVOSB) small business. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Sources Sought. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Please be aware that all information submitted in response to this request, whether written, oral, electronic, graphic, or any other medium, may be subject to disclosure upon receipt of a proper Freedom of Information Act request from any person. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Armament Directorate, Munitions Material Handling Equipment (MMHE) Focal Point intends to solicit and award a five-year, multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract and is currently conducting market research seeking capabilities statements from potential sources that are capable of manufacturing Munitions Material Handling Equipment from Level III or shop drawings within a 750 mile radius of Eglin AFB, FL. Contractors will be required to apply quality management process/practices (industry-specific ISO 9000 equivalent) to meet individual delivery /task order requests. Potential contractors will be required to manufacture and conduct proof load testing of the equipment in accordance with drawings provide by the MMHE Focal Point. Manufacturing may be of single item prototypes, first articles, low rate initial production, or small quantity production runs. Potential contractors must be able to manufacture items that are mechanical or electronic in nature. Note: Example drawing packages of the type equipment to be built will be provided upon request to JCP Certified firms. Requests for drawings will not be accepted after 3:00 PM Central Time on Monday, 9 Sept 2020. Manufacturers must be registered with the Joint Certificate Program (JCP) at http://www.dlis.dla.mil/jcp. Once requested through the points of contact listed in this announcement, drawings will be sent directly to the contact listed under the applicable CAGE code/JCP certification. All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement. The response must not exceed 15 pages. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities. Responses are due by 3:00 PM Central Time on Wednesday, 11 Sept 2020. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All correspondence sent via email shall contain a subject line that reads "FA2487_21_R_MMHE, Munitions Containers Handling & Support." If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .doc, .docx, .xsls, or .xls documents are attached to your email. All other attachments may be deleted. The NAICS Code for this requirement is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing, and the small business size standard is 750 employees. Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e. SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). All prospective contractors must be registered in the System for Award Management (SAM) (www.sam.gov) database to be eligible for a Department of Defense contract.
