The 36th Electronic Warfare Squadron (EWS) is responsible for maintaining and updating the operational mission data (MD) for the ALR-69A Digital Radar Warning Receiver (DRWR), ALR-69 RWR, ALR-56M RWR, and ALQ-213 Countermeasures System (CMS) installed in Combat Air Forces (CAF) A-10 and F-16 aircraft. These systems improve aircraft survivability from both ground and air threats. The ALR-69A is a digital upgrade to the legacy ALR-69, and potentially the ALR-56M, and will be integrated with the ALQ-213. The ALR-69A is currently undergoing operational test and evaluation (OT&E) pending a Force Development Evaluation (FDE) in 2020. 36 EWS builds combat representative MD for these events and will inherit creation, updating, testing, and release of operational MD for the ALR-69A after Initial Operating Capability (IOC) in FY22. To support organic MD testing, 36 EWS is pursuing the acquisition of an RF Simulator to stimulate the ALR-69A and ALQ-213 with simulations of theater-specific emitters for all of ACC's areas of responsibility. This is needed to satisfy the requirements directed in AFI 10-703, Electronic Warfare Integrated Reprogramming. This is anticipated to be a full and open competitive, subjective tradeoff source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), and Air Force Mandatory Procedures 5315.3, 26 Feb 2019. The aforementioned regulations are available at the following website: http://farsite.hill.af.mil/. The completion time for this contract is no later than 16 months after contract award. The request for proposal (RFP) is anticipated to be released in 30 days and the contract award is anticipated to be in the late fall of 2019.
