This is a non-personnel services/supply hybrid to provide sustainment, technical support, and acquisition services for the 53 EWG. The purpose of this contract is to provide SES in support of the Mission Data (MD) Hardware-in-the-Loop (HITL) test facilities for the 53 EWG. The HITL test facilities are primarily located at, but not limited to, Eglin AFB, FL. The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform sustainment and technical support services of the Combat Electromagnetic Environment Simulators (CEESIMs) threat simulators as defined in this PWS except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract. The Contractor shall be responsible for maintaining communication with the Procuring Contracting Officer (PCO) and the Contracting Officer Representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The Contractor shall be responsible for and required to implement and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract. Additionally, this contract shall cover currently owned simulators as well as modifications/growth capabilities and acquisitions of simulators to support future requirements. The contractor may be required to furnish materials and/or equipment for successful completion of individual taskings. The contractor shall be able to obtain and provide spare parts, upgrades, repair parts, on-site and telephone technical engineering support, and additional components for all test simulator equipment.
