THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE The US Air Force Research Laboratory (AFRL) intends to issue a sole source contract to National Academy of Sciences to conduct, facilitate, and manage periodic discussions, workshops and studies on Science and Technology (S&T) topics of interest to the Department of the Air Force (DAF). The contract’s intent is to obtain object, expert, and independent analysis from respected Subject Matter Experts (SMEs) to inform DAF decision processes for allocating resources and addressing national security threats through advances in various scientific disciplines. This acquisition is the follow-on to FA9550-16-D-0001, awarded 19 September 2016. This contract will be awarded based on the Justification and Approval under FAR 6.302-1 “Only One Responsible Sources or Limited Number of Sources and No Other Supplies of Services Will Satisfy Agency Requirements.” A Justification and Approval for proceeding with this acquisition under Other Than Full and Open Competition will be posted within 14 days of any contract award, in accordance with FAR 6.305(a). This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. This notice of proposed contract action is posted in accordance with FAR 5.203(a). The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
