The Air Force Metrology and Calibration program (AFMETCAL) at Heath OH intends to solicit and award a Sole Source Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of 2.5K Load Cells, 10K Load Cells, and Digital Indicators to Tovey Engineering Inc. Market research was done and no other manufacturers make the Load Cells and Digital Indicators that can meet the Air Force requirement. Other identified manufacturers make Load Cells and Digital Indicators, however, they do not contain the proprietary technology and software to interface with the Tovey C3-100 Automated Vertical Force Press used by the Air Force. Therefore, based on market research conducted, Tovey Engineering Inc. is the only manufacturer that can supply the Load Cells and Digital Indicators. The Government envisions a Firm Fixed Price type contract. The anticipated quantity is for 32 each 2.5K Load Cells, 36 each 10K Load Cells, and 20 each Digital Indicators between FY21-FY25. The requirement is for 2.5K Load Cells, 10K Load Cells, and Digital Indicators in accordance with the Purchase Description, which is available for download at this site. The pre-solicitation number is FA2263-21-Q-0027 and shall be referenced on all correspondence submitted. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
