AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of Air Data Calibrators to TestVonics Incorporated (Cage 1A9E1). The rationale for pursuing this as a sole source acquisition is the OEM, TestVonics, is the only vendor who can produce an ADC which automatically interacts with the Air Force's air data test sets. The only feasible action that could be taken to facilitate competition in the out-years would be to replace the current system with a new Air Data Calibrator. This would result in substantial duplication of cost to the government that is not expected to be recovered through competition. Therefore, based on market research conducted TestVonics Incorporated is the only supplier that can offer the calibrator. The Government envisions a Firm Fixed Price type contract with a basic year and 4 option years through 30 September 2025. The anticipated quantity is 21 each in FY21 and with the option of up to 68 total from FY22-25. There is no guarantee that an option year will be exercised. The requirement is for Air Data Calibrators in accordance with the Purchase Description and Data Requirements, which are available for download at this site. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
