The Air Force Metrology and Calibration program (AFMETCAL) at Heath OH intends to solicit and award a Sole Source Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of a Mini Tin Cell to Fluke Corporation. Research was done and no other manufacturers make Mini Fixed Point Tin Cells that can meet the Air Force requirement. Other identified manufacturers make full size cells that are not compatible with the Air Force Primary Standards Laboratory (AFPSL) furnace or the instruments it is intended to calibrate. Full size cells are unable to calibrate 9-inch probes in the Air Force inventory. These mini-cells are required to reach the low uncertainties required for the Air Force's 9-inch temperature probes. Therefore, based on market research conducted, Fluke Corporation is the only manufacturer that can supply the unit. The Government envisions a Firm Fixed Price type contract. The anticipated quantity is for 1 unit in FY20. The requirement is for a Mini Tin Cell in accordance with the Purchase Description, which are available for download at this site. The pre-solicitation number is FA2263-20-Q-0014 and shall be referenced on all correspondence submitted. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
