A: This item will be replacing the CDI systems we have Part Numbers are as follows: 2000, TFC2000-0-01, TFC2000-0-02, TFC2000-0-03, and TTS-250AFK. Q: In regards to Purchase Description paragraph 3.4, which torque tools you would have that use a female square drive? A: The Air Force has a large number of assorted interchangeable heads and different kind of connectors. The sizes in the PD should handle a majority of the torque wrenches we need to calibrate. We understand that there may be unique items that do not fall within the requirements of the PD, and those items are outside the scope of this procurement. The sizes are based off of ASME B107 standards and common items in Air Force inventory. Amendment posted 2 June 2020: The reason for this solicitation amendment is to post a Solicitation Amendment SF30, post a revised Purchase Description and post questions and answers about the Purchase Description. Purchase Description Rev. 3 dated 25 March 2020 has been replaced by Purchase Description Rev. 4 dated 1 June 2020. Purchase Description paragraph 3.4 was the only paragraph that was updated with this revision. Questions on Purchase Description paragraphs: 3.5 Transducer Connections: The Torque Calibration System shall be a “Smart” (Plug and Play) system. Question: Does this require the calibration data to be saved in the transducer? Or can it be saved in the Indicator/ system? Answer: The intent is for once all the transducers are calibrated with the indicators that you can attach any of the calibrated transducers for use without having to recalibrate them or have a significant amount of work to continue production when switching between transducers. 3.6.2 The Torque Calibration System shall be able to be calibrate using existing hanging weight equipment owned by the Air Force with slight modifications. Question: What type of equipment does the Air Force own? A: Every PMEL has the following CDI equipment: P/N 2000-250-02, Hangers 300-2-2, 2000-3040, 2000-302-0, 2000-303-0, Wheels/Arms 2500-50-0, 2000-151-0, 2000-152-0, 2000-154-0. 3.4 Adapters: The Torque Calibration System shall come with adapters to calibrate different size male and female square and hex drive torque wrenches. Sizes ¼, 3/8, ½, ¾, and 1 inch, should also include ¼ to 3/8 adapter, 3/8 to ½ adapter, 3/8 to ½ adapter, ½ to ¾ adapter, and ¾ to 1 adapter. Question: The 3/8 to ½ adapter is included twice. Are two required? Answer: This is a Typo. This is fixed in revision 4 of the Purchase Description. Question: What Hex drives are required? Answer: We have revised this Purchase Description paragraph to clearly identify this requirement. REVISED PD paragraph 3.4 Adapters: The Torque Calibration System shall come with adapters to calibrate different size torque wrenches male square drive (Sizes ¼, 3/8, ½, ¾, and 1 inch), female square drive (Sizes ¼, 3/8, ½, ¾, and 1 inch) and hex drive (¼, 5/16, 7/16, 5/8, 11/16, ¾). Shall also include ¼ to 3/8 adapter, 3/8 to ½ adapter, ½ to ¾ adapter, and ¾ to 1 square drive adapter. End of Amendment This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force FAR site, http://www.Acquisition.gov. This announcement constitutes the only solicitation for which a Request for Quotation (RFQ) will be issued. It is the offeror's responsibility to monitor this site for the release of amendments (if any). The RFQ number is FA226320Q0004 and shall be referenced on any offer submitted. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the business size standard is 1000 employees. This RFQ is being solicited as 100% Small Business set-aside. AFMETCAL at Heath OH intends to award a firm fixed price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, for the purchase of Torque Calibration System with technical manual and a 2 year OEM warranty. Products offered shall be commercial items or commercially available off-the shelf (COTS) items meeting the definitions in FAR Part 2. Items proposed shall be new units. Reconditioned, remanufactured, or used items are not acceptable and shall not be proposed. The units must meet the requirements of Purchase Description 20M-266A-TQ, Rev. 4, dated 1 June 2020, included in List of Attachments, Attachment 1, to the RFQ. The RFQ with applicable documents are available for download at this site. Please review ALL documents carefully. IMPORTANT NOTICE TO OFFERORS: All prospective awardees are required to register at SAM and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to be submitted in electronic form. Wide Area WorkFlow (WAWF) through Procurement Integrated Enterprise Environment (PIEE) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at https://wawf.eb.mil. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. Offers MUST: (1) be valid for a period of 120 days, (2) be for the item described in the purchase description (List of Attachments, Attachment 1), (3) be for a new unit (not reconditioned, remanufactured, or used unit), (4) be FOB Destination, (5) include a delivery schedule, if unable to meet delivery schedule in Deliveries and Performance section, (6) include copy of commercial price list, (7) include name of and be signed by an authorized company representative along with telephone number, facsimile number, and email address, (8) include taxpayer identification number (TIN), CAGE Code Number and DUNS Number, (9) include a technical proposal that includes a written response to each paragraph of the PD, (10) include statement of compliance with 2-year OEM Warranty, (11) include completed Supplies or Services and Price/Cost section, which includes pricing for option year quantities, (12) include a completed Total Evaluated Price Worksheet , (13) completed FAR 52.212-3, Offeror Representations and Certifications – Commercial Items. Offerors shall ensure information in SAM is current. The Government reserves the right to incorporate the successful offeror’s technical proposal into any contract resulting from this solicitation. Offers must be received no later than 12 June 2020 at 2:00 PM EDT. Offerors shall submit electronic files to DoD SAFE, https://safe.apps.mil following the instructions provided in List of Attachments – Attachment 4 of the RFQ, under Electronic Proposal Submission. Offers submitted in forms other than through DoD Safe are not permissible and will not be considered. Please note that the uploaded files must be timestamped by the offer due date and time.
