In addition to the ADF and AAF, the wastewater may be varying amounts of potassium acetate and sodium formate. 1.1 BACKGROUND 1.1.1 The 171st Air Refueling Wing contemplates the award of a Firm-Fixed Price (FFP) Contract to drain, transport, and treat/dispose of stormwater contaminated with aircraft de-icing fluid (ADF) and aircraft anti-icing fluid (AAF) collected during the aircraft de-icing process. The contemplated Contract will utilize Base Operations & Maintenance (O&M) funding to select an awardee on a Lowest-Priced Technically Acceptable (LPTA) basis. 1.2 SCOPE 1.2.1 The scope of this effort is to drain, transport, and properly dispose of spent AC deicing fluid and storm water collected in the 171st ARW storage tanks. All captured and removed fluids shall be transported by a PA DEP licensed Residual Waste transporter and processed at a permitted Treatment Storage and Disposal Facility for PA Residual Waste. Transportation and disposal must be in accordance with industry standards and all federal, state and local regulatory requirements. A shipping manifest, Certificate of Disposal and analysis report showing the percentage of propylene glycol deicing fluid recovered shall be provided to the 171st ARW Base Contracting office for each shipment taken. Copies of these documents shall also be made available to the 171st ARW Environmental Officer. 2 Period of Performance 2.1 The period of performance for the work described is from Monday, 4 February 2019 through Friday, 31 May, 2019. Pickups will occur at least once every two weeks (biweekly), for a total of ten (10) billable servicing instances. Servicing may occur more often but shall not occur less often. Both tanks used for the purpose, totaling 60,000 U.S. Gallons of capacity, shall be drained completely. Amount required to be drained will fluctuate based on weather conditions and ops tempo, however for the purposes of this Statement of Work, contractors are to submit pricing based on 18,000 U.S. Gallons of wastewater every two weeks, for a total of 180,000 U.S. Gallons. This amount may increase or decrease based on actual quotes received from vendors relative to available funding and/or vendor concurrence. 3 REQUIREMENTS Fluid Removal and Processing - The contractor will sample, analyze, characterize, pump-out, transport and process wastewater, i.e., spent AC deicing fluid and storm water, from the 171st ARW storage tanks in accordance to Scope, section 1.2 during the period of performance, section 2.1. The contractor shall be both a PA DEP licensed transporter for residual waste and a PA DEP Permitted Treatment, Storage, and Disposal Facility (TSDF). The two storage tanks each have a capacity of 30,000 gallons for a total of 60,000 gallons. The collected wastewater shall be extracted on a biweekly basis. The contractor and POC at the 171st ARW will determine a day of the week that will accommodate both parties. The contractor will respond promptly to all correspondence from the Primary POC and Contracting POC. Servicing personnel MUST be able to apply for and gain unsupervised access to a U.S. Military Installation. 3.1 TECHNICAL REQUIREMENTS 3.1.1 The removal of the accumulated wastewater from the storage tanks will require a tank truck with suction/vacuum capabilities. The tanks are equipped with a 4" Female Camlock fitting to accommodate fluid removal. The burden of ensuring the contractor's equipment is compatible with that of the government rests solely on the contractor. 3.2 CONTRACT MANAGEMENT 3.2.1 The Contractor shall furnish all manifests resulting from performance of this contract. 3.2.2 The Contractor shall identify and resolve all problems that effect proper completion of this effort and inform the Government of its efforts thereto. 3.2.2 Any changes in the scope of work MUST be approved by 171st ARW Base Contracting. 3.2.3 Per-Trip Log / Billing - The contractor shall use an approved per-trip log that includes (at a minimum) the following information: DATE AND TIME OF SERVICE; CONTRACTOR OPERATOR'S NAME; ARRIVAL TIME AT 171ST ARW; TRUCK VOLUME START; TRUCK VOLUME END; 171ST ARW POC (VERIFIER) NAME; ANY NEEDED COMMENTS. 3.2.4 Invoicing / Payment - The contractor shall submit all per-trip log documents for the billable month and a proposed monthly invoice for Wastewater Disposal to 171st Base Contracting Office and MXG Resource Advisor. Once the monthly invoice has been verified accurate, payment will be made by Defense Finance and Accounting Service using Wide Area Workflow in accordance with DFAR 252.232-7003 -- ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (MAY 2006). AMENDMENT 001 Details: 1) Corrected minor typing errors. 2) Added notification to vendors that servicing personnel must be able to apply for and gain unsupervised access to a U.S. Military Installation. All other terms and conditions remain unchanged.
