The 110 MSC intends to award a single source purchase order to Chapman Foundations for Caring Communities under the authority of FAR 13.106-1(b), due to only one source being capable of providing the services required because the services are unique to a single source. This requirement is for the acquisition of “Our Community Listens” (OCL) reflective listening courses for 110th Wing personnel at Battle Creek ANGB. Chapman Foundations is the proprietary owner and creator of the OCL course and the only source capable of providing this course. This notice is not a request for offers and a competitive solicitation will not be issued. An oral Request for Quote will be issued Chapman Foundations, with an anticipated award date of 18 Aug 2023. Sources interested in responding to this notice may submit a capability statement that includes technical data and price information in sufficient detail to clearly demonstrate the capability to meet the requirement. All capability statements must be received by 3 PM EDT on 5 July 2023 to be considered by the Government. A determination by the Government to not compete this requirement based upon responses received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with award to a single source. Responses are due by 3 PM EDT on 5 July 2023.
