Project YTPM 24-0005 Repair Fire Detection System Bldg. 1850, will be located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of 180 calendar days from the issuance of Notice-to-Proceed. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with corresponding size standard $19.0M. The solicitation will be issued as a Request for Proposal (RFP) expected late February 2025 with an estimated thirty (30) day response period. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. The purpose of this Design-Build project is to repair the existing Fire Alarm System. The Contractor shall provide all labor, materials, and equipment to install, construct, and complete the work planned in accordance with the Statement of Work (SOW). Work includes but is not limited to repair the existing Fire Alarm System by replacing it with a new system. Locating the new Fire Alarm panel next to the existing Mass Notification System panel near the main entrance and combining the two systems to share alarm devices, horns and strobes, wherever possible. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $100,000.00 and $250,000.00. There is no Government Furnished Property supplied for this project. Prior to supplying a proposal, interested Offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the Offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. The solicitation and all supporting documentation including the statement of work, wage rates, specifications and drawings will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site, https://SAM.gov. It is the Offeror’s responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
