Project YTPM 21-3001, Maintain Pavement Markings and Rubber Removal at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as an Invitation for Bid (IFB), Firm Fixed Price contract. Performance period will be sixty (60) calendar days from issuance of Notice to Proceed which includes 30 days on-site work. This project is being solicited as a 100% Total Small Business Set-Aside. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. The solicitation including wage rates, statement of work, general conditions, specifications and drawings will be issued on or about 1 April 2021 for your review and download. REFER TO SECTION L OF THE SOLICITATION FOR ANY APPLICABLE MANDATORY PROCEDURES DUE TO COVID-19. The work called for in this contract requires extensive scheduling and coordination because of the daily airfield operations. The commercial contractors that provide this service will develop work schedules that require flexibility for the clients. This procurement is 100% Total Small Business set aside with a North American Industry Classification System (NAICS) Code 237310 (Highway, Street, and Bridge Construction), with a size standard of $36.5 million. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $250,000.00 and $500,000.00. Prior to supplying a bid, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. There is no Government Furnished Property supplied for this project. All contractors and subcontractors interested in this project must register at this site https://www.beta.SAM.gov. It is the offerors responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. ****FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT*** No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
