Question and Answer: Question: Can you please clarify what laboratory certifications the bidder must hold? Since this is an Air Force Base Installation, then DoD ELAP certification would be applicable I would think. Answer: EPA recommends that Westover's selected laboratory is a participant in the EPA's Discharge Monitoring Report ? Quality Assurance (DMRQA) Program, and, if possible, be approved by the National Environmental Laboratory Accreditation Program (NELAP). At a MINIMUM, Westover is requiring the laboratory selected be certified to perform the analyses according to 40 CFR Part 136 methods for water samples for TWO specific parameters, E.coli and total suspended solids (TSS), because proper analysis of these two parameters is required by Westover's NPDES permit (National Pollutant Discharge Elimination System).
