Base-wide Solid Waste & Recycling Collections - Sources Sought This is a Sources Sought Notice ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, and no solicitation is being issued at this time. 30 CONS/PKB is seeking commercial sources with the ability to provide all personnel, equipment, tools, materials, supplies, vehicles, supervision and other items and services necessary to perform municipal solid waste (MSW) collections and recycling collections at Government-designated sites within the boundaries of Vandenberg Air Force Base (VAFB), CA (excluding the Military Family Housing which is privatized). Services shall be performed in accordance with (IAW) the draft performance work statement (PWS) as well as applicable federal, state and local regulations, commercial industry standards, Occupational Safety and Health Administration (OSHA), Americans with Disabilities Act (28 CFR, Part 35, Subpart A) and Environmental Protection Agency (EPA) requirements. It is anticipated that the contract performance period will include one basic period from 01 November 2019 to 31 October 2020, four one-year option periods extending through 31 October 2024, and a possible six-month extension period extending through 30 Apr 2025, exercised at the unilateral right of the Government. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 562111, Solid Waste Collections. The size standard for NAICS 562111 is $38.5. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, or, if applicable based on NAICS code, Women Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Business, Women Owned Small Business or small business); anticipated teaming arrangements; and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners (by function and percentage). The Government has not made a decision on business size for this requirement. Both large and small businesses are encouraged to respond to this announcement. The Government will use the information received from this Sources Sought Notice in determining its small business set-aside decision. This Sources Sought Notice is also issued for the purpose of market research in accordance with FAR Part 10. The draft Performance Work Statement (PWS) is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS. Respondents are also encouraged to submit information regarding commercial practices that the Government should consider implementing for this acquisition. Industry comments, suggested changes to the PWS, and/or submittal of commercial practices for the Government's consideration are requested to be submitted in writing with the capabilities statement. Interested firms are requested to utilize the attached Sources Sought Questionnaire when responding to this notice. Please limit your response to no more than ten (10) pages inclusive of the provided form and your response. Please do not use fonts smaller than Times New Roman 12 or margins less than 1.0 inch. Responses must be submitted in writing NLT 4:00 P.M. 26 March 2019, Pacific Standard Time. Additional information regarding this requirement will be posted for viewing on FedBizOpps at https://www.fbo.gov/ as it becomes available. Interested parties are cautioned that the draft PWS posted with this notice is subject to change; the formal version of the PWS will be released with the solicitation on a future date. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management - SAM, lack of registration in the SAM will make an offeror ineligible for contract award.
