This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 332999 with a small business size standard of 750 Employees. The Government requires the purchase of an Air Force Explosive Ordnance Disposal (EOD) approved kit with the following components: 24in barrel Breech Shell Extractor Red plugs (50) Black Plugs (50) Water bottle Initiator EIT HBR-1 (Standard) WD40 Push Lock Breech Parts Firing Pin Tool Omni Shock Tube Starter (non-electric) Gun Bore Cleaning Kit Seating Tool Red laser 7/16 Nut Driver Plastic Case PAN Manual CD Post Stand The Government intends to negotiate a sole-source contract for the purchase of the kit described above. The identified sole-source provider/producer of these items is as follows: IDEAL PRODUCTS INC. 126 Capital Ct. Nicholasville, KY 40356 The Government has determined that no other source can meet this requirement. The PAN Kits manufactured and sold by Ideal Products, Inc. have been approved for use by Air Force EOD governance structure as well as the Joint EOD Technical Division, and are identified in the EOD Technical Orders and Tactics, Techniques, and Procedures. Ideal Products, Inc is the only company that manufactures and sells a PAN disrupter kit that has been tested and is known to meet Air Force EOD requirements. This is a notice of proposed contract action and NOT a request for competitive quotations; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. All inquiries should be sent by email to james.scott.53@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 17 September 2022.
