This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2019-03 effective 12 July 2019, Defense Procurement Notice 20190628, and Air Force Acquisition Circular 2018-0525 effective 25 May 2018. This procurement is being issued as a total small business set-aside. The North American Industry Classification System Code is 811310 with a size standard of $7.5M. This requirement is a 100% Total Small Business Set-Aside. This sources sought notice is for informational and planning purposes only. It does not constitute a synopsis or solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for contract award. When the solicitation is issued, it will be announced on the Federal Business Opportunities website and all interested parties shall obtain the solicitation from this website. The 325 Contracting Squadron at Tyndall AFB, FL is seeking potential sources for an ultra-high pressure water blasting system. This requirement requires skilled technicians to design and install high pressure (40,000 PSI) water and sand blasting booths at Tyndall AFB. The Contractor will perform all work in accordance with the Draft Performance Work Statement (PWS), all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices. The contractor shall provide management and labor support necessary to retro-fit and manage the conversion of an existing dry media blast booth into an ultra-high pressure water blast system in accordance with the specifications outlined in paragraph 3.2.2 of the attached draft PWS. The contractor will be required provide a "turn-key" design and installation. Contractor shall provide associated remote mounted or other ancillary equipment to retro-fit the existing floor basin for water recovery and in-booth inlet and exhaust plenum units for blast containment booth filtration. The purpose of this sources sought notice is to gain knowledge of qualified and interested sources with experience relative to NAICS Code 811310 with a size standard of $7.5M. The contract is anticipated to be a Firm Fixed Price (FFP) type contract. The period of performance is expected to not exceed 16 weeks to complete all three aircraft hangar doors. The Government will not award a contract solely on the basis of this Sources Sought Notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice.
