Added Question and Answers (Attachment 5) Solicitation Number: FA469025Q0030 Agency: 28th Contracting Squadron, Ellsworth AFB, South Dakota Requirement: The 28th Maintenance Squadron (28 MXS) requires one (1) Brand Name compressor part (Attachment 1: Brand Name Justification and Approval (J&A)), Compressor P/N: 1034192, for an 808 Air Conditioning Unit manufactured by TLD, as detailed in (Attachment 2: Salient Characteristics and Attachment 3: Design). Contract Type: Firm Fixed Price (FFP) Acquisition Procedures: This acquisition will be conducted using FAR Part 12 - Acquisition of Commercial Items, and FAR Part 13 - Simplified Acquisition Procedures. Set-Aside: This is a 100% Small Business set-aside solicited under the North American Industry Classification System (NAICS) code 333415 with a size standard of 1250. To be eligible to compete, vendors must be certified in accordance with current Small Business Administration (SBA) regulations. Evaluation Criteria: In accordance with FAR 13.106-2(b)(3), the Government intends to award a firm-fixed-price purchase order resulting from this solicitation to the responsible offeror whose quote provides the best value to the Government. Brand Name This requirement is being solicited as Brand Name in accordance with FAR 11.104 and FAR 52.211-6. The brand name is provided to establish a level of quality, features, and performance. Evaluation Factors (in descending order of importance): Technical Capability Offered item must meet or exceed all stated specifications and salient characteristics. Offerors must include product descriptions, specifications, or brochures to demonstrate compliance with brand name requirements. Delivery Lead Time The Government will evaluate the proposed delivery schedule from receipt of order to full delivery. Earlier delivery is preferred and will be evaluated favorably. Price Price will be evaluated for reasonableness and completeness. Technical Capability and Delivery Lead Time, when combined, are significantly more important than Price. Tradeoff Process The Government may award to other than the lowest-priced offeror if the added value of superior technical features or faster delivery is determined to provide better overall value to the Government. Interchanges: The Government intends to evaluate quotes and award a contract without Interchanges with quoters. However, the Government reserves the right to conduct Interchanges with one, some, none, or all quoters at its discretion. Award Without Discussions The Government reserves the right to award without discussions. Offerors are encouraged to provide their best terms in the initial quote.
