The Air Force Services Center is seeking a contractor to manage, operate, and transform food and beverage services under the DAF NexGen Food Service Program, converting traditional dining facilities into modern campus-style Mission Essential Feeding Facilities and satellite venues. Performance will occur at Luke AFB, Arizona; Offutt AFB, Nebraska; and Shaw AFB, South Carolina, across specified MEFF and satellite/café facilities. The contract is anticipated to be a single award with a one-year base period and two one-year option periods, using a hybrid of cost-reimbursable, fixed-price incentive, and time-and-materials contract line items. Pre-proposal site visits and conferences are tentatively planned at the three installations in CY2026 Q4, and oral presentations may be required at the Air Force Services Center in San Antonio, Texas. The contractor will partner with military culinary personnel and handle food preparation, menu planning, facility maintenance, custodial services, and potential temporary feeding solutions.
