The purpose of this Amendment 3, dated 01 August 2022 is to provide a response to a request for information received on 01 August 2022 and to provide a revised Statement of Objective (SOO) dated 1 August 2022. The purpose of this Amendment 2, dated 29 July 2022 is to provide a response to a request for information received on 29 July 2022. There are no additional updates to this project. The purpose of this Amendment is to incorporate a revised SOO dated July 25, 2022, extend the proposal due date from July 29, 2022, 4:00 PM PST, to August 3, 2022, 4:00 PM PST, add an additional contract administrator name and contact information, and to provide responses to questions that were asked per the site visit that was held on July 19, 2022 at 11:00 AM. The Government has a requirement for 120’ Communication Tower Installation Near West Gate at at Edwards AFB, CA as indicated in the attached statement of objective (SOO) (attachment 1). A construction purchase order award is anticipated to be issued to the Lowest Price Technically Acceptable (LPTA). This solicitation uses simplified acquisition procedures contained in FAR Part 13 as well as Construction and Architect-Engineer Contracts contained in FAR Part 36. The NAICS code is 237130, Power & Communications Line and Related Structures Construction. The size standard for this code is $39.5 million. Please use solicitation identification number F3YCFA1335AW03 on all correspondence you provide to this office. No Bid Guarantees are required for this requirement. Bonds are anticipated to be necessary for this contract. Bonds shall be provided in accordance with Federal Acquisition Regulation (FAR) Clauses 52.228-2, Additional Bond Security (> $35K); 52.228-14, Irrevocable Letter of Credit; and/or 52.228-15, Performance and Payment Bonds--Construction (DEVIATION 2020-O0016). Proof of bonding is due 10 days from award. The applicable wage rates for this project can be found attached to this letter (attachment 2). The work will take place in Kern County CA. Liquidated damages have been determined to not be required on this contract action per the Contracting Officer. The estimated period of performance for this project is 90 calendar days after notice to proceed (NTP). Proposal submissions shall include the following: Technical and Managerial approach for meeting the requirements of the statement of work. An itemized breakdown of priced proposal. Breakdown should include details for (but not limited too) any labor, materials, equipment, design costs, and travel/diem if applicable. The Government will award a firm fixed priced (FFP) construction purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation process will begin with the evaluation of all timely filed proposals starting with the lowest total price. Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system. To access WAWF, the Contractor shall— Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site. WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the Web Based Training link on the WAWF home page at https://wawf.eb.mil/ WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol. WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order: Document type. The Contractor shall submit payment requests using the following document type(s): CONSTRUCTION PAYMENT INVOICE For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher. For fixed price line items— That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer. For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer. For customary progress payments based on costs incurred, submit a progress payment request. For performance based payments, submit a performance based payment request. For commercial item financing, submit a commercial item financing request. Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.
