Given the proprietary information involved, management, the program manager, and the engineer looked at options to replace the entire system versus doing an upgrade to specific equipment within the system. It was determined that a completely new "from scratch" system install would not be cost beneficial to the government or be done in a timely manner. Because the current system has proprietary information involved, the award will be issued on a sole-source basis. In future renovations of these conference rooms, the government will look to completely replace the entire systems, rather than only replacing certain components, which will eliminate the need for the previous contractor's engineered drawings.
