Section B: Description of the Supplies/Services Required The 569 USFPS has a requirement for the StressVest training system. The system consists of 12 EA "StressVest" sets, including laser training pistols and electric M4 training rifles as well as recoil systems for Sig Sauer M18 & M4 Carbine Rifle. The sets also includes a instructor tablet for evaluation, portable speaker system, laser mounts, side panels for the vests and accessories such as the magazines, chargers and CO2 cartridges. Section C: Justification for Soliciting from a Single Source or Brand Name FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, will be used as the justification for a sole source purchase. The StressVest system is the only system that provides the caliber of training that the 569th requires, it allows defenders to train under acute stress while being a non-projectile, force-on-force, training system that does not damage the surrounding area or cause injury. It does not require any special safety equipment and has a quick set up time. Realistic training is necessary to equip defenders with the knowledge they need to overcome any real life situations that they might encounter, the StressVest system allows the trainees and role players to feel physical vibrations and electrical shock feedback that occurs during training while also transmitting that information to the instructors hand held tablet, this in turn allows them to give real time feedback to the trainee regarding their performance. This makes correcting the trainee not only faster but more accurate, saving the Government time and potentially lives. The SressVest system will allow the trainees and instructors accurate, real time training that extends into the real world, making them more effective than if a non-responsive system was purchased due to the higher caliber training that this system will provide them. Section D: Efforts to Obtain Competition Market research was conducted by posting a Sources Sought on Beta.SAM from 13 May 2021 to 24 May 2021. There was an additional company other than Setcan that responded but they were deemed non-technically acceptable by the customer. Setcans StressVests are patented and there are no resellers for their equipment. Section E: Steps to Preclude Future Single Source or Brand Name Awards The 569 USFPS and 700 CONS will keep researching the market for authorized vendors to provide the products and services to fulfill future requirements. In addition, 700 CONS will continue its ongoing market research to monitor the market situation for potential sources for any future procurements.
