REQUEST FOR INFORMATION / SOURCES SOUGHT Procurement Office: Unites States Air Force (USAF), Tinker AFB, Oklahoma Response Date: February 13, 2020 1:00 pm (CST) THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE AT THIS TIME. The USAF intends to award a Firm Fixed Price award to a Brand Name Only under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The prospective contractor shall provide network devices for an existing Honeywell Vindicator Alarm system at a Sensitive Compartmented Information Facilities (SCIF) at building 989 on Tinker AFB. The Contractor shall install Honeywell Vindication Model ACS and IDS with Fiber Media converter along with a tunnel for communication with 72 SFS Security Monitoring System. The Contractor shall install with an Extent 3 Installation as referenced in UL 2050, Standard for National Industrial Security Systems for the Protection of Classified Materials. The Contractor shall identify the process and timeline for installation and address any issues that they may have with installation. Tasks: Install AE SAW Workstation and VSC Site Commander Install Tamper Switches, BMS and Passive IR Mount ACS and IDS panels in the communication room or the secure room Install AES Encryption Wire, Cisco Switch and Transceiver Modules Provide server rack, system monitor, keyboard and mouse Provide Batteries, Battery Pack for SMART UPS The USAF intends to award this requirement as a Brand Name Only purchase order under the provision of Federal Acquisition Regulation (FAR) 6.3002-1. The IDS must comply with the Underwriters Laboratory (UL) Standard for National Industrial Security Systems for Protection of Classified Material, UL 2050. Contractors that install IDS hardware must be UL 2050 trained/Honeywell Vindicator Certified, which is the standard for the DOD. Any lock company that works with the DOD must have the UL 2050 certification. The UL 2050 trained/Honeywell Vindicator Certified contractor ensures the equipment installed & the SCIF will be protected to the DOD standards. The devices will enable the USAF to leverage existing network infrastructure and connect more sensors to the existing Vindicator system. These network devices are proprietary to Honeywell Vindicator Technologies. Based on market research, the required item can only be purchased from Honeywell Vindicator Technologies and installed by authorized companies. According to the current manufacturer, no other manufacturer’s part will work in the existing alarm system. Since these devices are to be added to an existing system that was previously purchased from Honeywell Vindicator, awarding to another vendor would require a complete replacement of the alarm system which would result in a duplication of costs to the government. Therefore, the brand name award to a Honeywell Vindicator Technologies, Inc. authorized installer, is in the best interest of the government. The North American Industry Classification System (NAICS) code for this requirement is 561621 with the size standard of $20.5 million. This notice is not a request for proposals or quotes. Any vendor who believes it is capable of meeting the USAFs requirement as stated herein may submit a response, which will be considered only if received by February 13, 2020 by 1:00 pm CST. Responses to this posting must be in writing and submitted to scott.thomas.25@us.af.mil by 1:00 pm local time. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
