This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05 (effective 13 Aug 2019). This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 334118 and the small business size standard is 1,000 employees. CLIN 0001 - Key Tracking System Contractor shall provide the following: Server and Software: (1) Compact Server (1) 17" Flat Monitor (1) USB 4 Port Hub (1) Rewriteable CD Drive Software Package: (1) Software License (1) Key Tracking Database (1) Automated Report Generator Key Storage Drawers/Locker: (2) 240 Tall Lighted Key Drawers/Lockers (500) Key Tags Key Drawer/Locker Security Cabinet: (1) Security cabinet to fit storage drawers/lockers Printer: (1) Laser printer to connect directly to the server Key Rings: (500) Quick release key rings Unit of Issue: Lot Qty: 1 CLIN 0002- Freight Charges Freight Charges for Key Tracking System Delivery Address: 101 Nelson Drive Offutt AFB, NE 68113 Unit of Issue: Each Qty: 1 CLIN 0003- Installation Contractor will build the initial key database on the server based on the provided 557th Weather Wing's current key log Unit of Issue: Each Qty: 1 CLIN 0004- Training Contractor will provide initial training on the system either web based or in person Unit of Issue: Each Qty: 1 Pertinent Information The provided items shall meet or exceed the following requirements: a. Provide inventory control; ability to assign key tags with specific inventory items b. Provide automated audit and reports capability c. Allow for tracking of keys for up to 480 rooms with up to 10 spare keys per room d. Capable of 2-factor authentication; normal login and fingerprint reader e. System will provide alerts for user to conduct annual checks ensuring occupants still have a need to retain assigned keys f. System must be able to operate as a standalone system without network connectivity The following provisions and clauses apply to this requirement: - FAR 52.211-6, Brand Name or Equal - FAR 52.212-1, Instructions to Offerors--Commercial Items, - FAR 52.212-2, Evaluation -- Commercial Items and award will be made to the lowest priced quotation that meets the physical, functional, and performance criteria outlined in CLIN 0001 CLIN 0002, CLIN 0003, and CLIN 0004. - FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, - FAR 52.212-4, Contract Terms and Conditions-Commercial Items; - FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
